Job Description

The City of Glenn Heights seeks a seasoned Human Resources Director to lead organizational development and HR practices onsite in Glenn Heights, Texas. The role oversees staffing, compensation, benefits, performance management, and employee relations as part of the city’s senior leadership team.

Responsibilities

  • Lead the development, execution, and oversight of Organizational Development and Human Resources practices and procedures, covering staffing, budgeting, employee relations, compensation, performance management, benefits administration, and related activities.
  • Create and enforce HR policies for both employees and management, providing guidance on policy interpretation and procedures across the organization.
  • Plan, direct, and supervise departmental staff, including recruitment, onboarding, performance evaluations, time and attendance management, and recommendations regarding hires and terminations.
  • Oversee daily operations of the Organizational Development function, manage position processing, monitor position budgets, and ensure salary administration aligns with the city’s compensation framework.
  • Design, implement, and assess department programs such as recruitment, retention, and compensation, ensuring alignment with strategic objectives and making adjustments as needed.
  • Oversight of recruiting activities, including applicant screening, interviews, background checks, and drug screens, with compliant maintenance of personnel records.
  • Provide coaching and guidance to supervisors on staffing activities including discipline, recognition, engagement, policy interpretation, recruitment, and workforce analysis.
  • Investigate employee concerns and complaints; monitor grievance procedures and consult with legal counsel as appropriate.
  • Counsel employees, supervisors, and managers; refer to external services when needed; monitor and support personnel improvement plans.
  • Manage payroll administration, including onboarding new hires, terminations, and leave processing.
  • Administer the compensation program, maintain the classification and pay plan, administer performance management, and coordinate merit pay actions.
  • Oversee benefits administration, safety and risk management programs, and related contracts, including city liability, workers’ compensation, and property insurance.
  • Prepare quarterly reporting required for EEOC and Workers’ Compensation programs.
  • Review and update policies and procedures to ensure ongoing compliance with applicable laws and regulations.
  • Assess training needs and develop orientation and training programs in collaboration with supervisors, coordinating off-site and in-house sessions as needed.

Requirements

  • Strong written and verbal English communication skills.

Example of Duties

  • Develop, enforce, and monitor employee and management HR policies while offering a broad range of policy guidance across the workforce.
  • Lead and supervise departmental staff, including selection, training, performance management, attendance oversight, evaluations, and hiring or firing decisions.
  • Oversee the day-to-day operations of Organizational Development, processing paid positions, monitoring position budgets, and aligning salary practices with the city’s compensation program.
