Job Description

Located onsite in Millersburg, Ohio, this role leads and administers a broad range of human resources functions and serves as a strategic partner with executive leadership to advance Safe Harbor Ohio's people strategy. The Human Resources Generalist oversees policy development, compliance, staffing, payroll, benefits, employee relations, onboarding and development, and related procedures.

Responsibilities

  • Contributes to agency strategy by researching HR issues, providing analysis and recommendations, and setting HR objectives aligned with Safe Harbor's mission, vision, and values.
  • Maintains up to date knowledge of employment laws, regulations, and best practices in HR and talent management.
  • Ensures compliance with federal, state, and local requirements by monitoring legislation, advising management on actions, and enforcing standards.
  • Monitors and enforces compliance with applicable employment laws and regulations across the organization.
  • Manages HR programs including compensation, benefits and leaves (including FMLA and ADAAA compliance), employee relations, disciplinary matters, investigations, performance and talent management, productivity, retention, morale, safety and workers compensation, and training and development.
  • Sources potential applicants through online channels, job boards, social networks, and print media as needed to build a diverse candidate pool.
  • Advances a diverse and qualified workforce to support Safe Harbor and represents the agency at recruiting events or presentations as needed.
  • Creates and maintains personnel files, updates HRIS records, and communicates changes to payroll and other stakeholders.
  • Leads and supports Employee Engagement initiatives across the organization.
  • Develops, communicates, and enforces policies, procedures, and guidelines, aligning actions with organizational values and providing guidance to leaders and staff.
  • Performs recruitment and hiring, maintains the ATS, and trains hiring managers as needed.
  • Evaluates candidates through phone, video, and written communications.
  • Maintains job postings and manages agency accounts on all recruiting sites.
  • Compiles offer letters with guidance from leadership and facilitates negotiations when appropriate.
  • Oversees background checks and pre-employment screenings, documenting all items in the pre-employment process.
  • Coordinates New Hire Orientation and onboarding activities, leads the I-9 process, collects payroll withholding and benefits information, explains benefits, and secures signatures as required.
  • Maintains the highest level of confidentiality regarding all aspects of employee and payroll information.
  • Tracks workers' compensation claims and directly manages OSHA compliance related to HR and workers compensation, coordinating with third party providers to support injured workers; assists with light duty assignments and supervision as needed.
  • Helps prepare the agency for DCY, COA, and other recertifications or audits by tracking training hours and ensuring training records are current.
  • Performs or facilitates internal investigations as needed.
  • Handles employment related inquiries from applicants, employees, and supervisors; facilitates disciplinary meetings, terminations, and investigations.
  • Provides consultative services to managers to create development plans for employees.
  • Responds to unemployment claims and contributes to engagement metrics when requested.
  • Maintains HR certification credentials and participates in professional development and networking opportunities.
  • Updates knowledge through conferences, publications, networking, and professional organizations.

Requirements

  • Bachelor's degree is required; degrees in Human Resources, Business, or a related field are preferred.
  • Two to four years of HR experience and/or training, with leadership experience preferred, or an equivalent combination of education and experience.
  • HR certification (SHRM or HRCI) strongly preferred.
  • Excellent verbal, written, telephonic, and public speaking skills; ability to present information and respond to questions from employees and managers.
  • Strong interpersonal skills, including conflict resolution; ability to communicate effectively in writing and speaking.
  • Excellent organizational skills and attention to detail; ability to apply sound judgment.
  • Demonstrated leadership and supervisory capabilities.
  • Ability to multitask and prioritize assignments.
  • Solid working knowledge of employment laws and regulations.
  • Ability to write reports, create materials, and develop procedure manuals.
  • Ability to read, analyze, and interpret general business and regulatory materials.
  • Competency with a personal computer and familiarity with Outlook, Teams, Word, and Excel; willingness to learn HRIS and ATS systems.

All Safe Harbor staff are expected to focus on quality improvement as part of their responsibilities to create a safe and healing environment for clients and staff. Safe Harbor Leaders are tasked with fostering an environment where quality improvement is encouraged and expected, with accountability for results.
