Human Resources Technician II
Job Description
The City of Manhattan, Kansas seeks a Human Resources Technician II to provide confidential administrative, paraprofessional, and technical support for human resources programs and services. This role supports recruitment and onboarding, benefits administration, compensation processing, records management, compliance, and general employment services.
Responsibilities
- Maintains confidential personnel records covering hiring, separations, leaves of absence, transfers, promotions, and other status changes using the HRIS and related electronic files, logs, and spreadsheets.
- Processes salary and benefits updates; enters and maintains personnel transactions in the HRIS; coordinates payroll status updates with payroll staff and assists with pay actions.
- Keeps salary grade and step tables, as well as job codes and position codes, current.
- Prepares and maintains confidential files and compliance documentation in line with records retention policies and established procedures.
- Provides administrative and technical support for recruitment, including posting vacancies, initiating background checks, sending candidate communications, responding to inquiries, launching onboarding activities, and scheduling post-offer and pre-employment screenings.
- Coordinates onboarding for around 400 seasonal employees annually, including new hire paperwork, I-9 verification, oaths of office, and drug screening requirements.
- Assists employees with health and dental benefit changes during open enrollment and after qualifying life events, ensuring timely processing and accurate records.
- Responds to routine questions from employees, applicants, outside agencies, and the public regarding employment, recruitment, onboarding, benefits, and other HR matters.
- Researches applicable policies, procedures, ordinances, and regulations to provide accurate information and help resolve routine issues.
- Provides guidance on established procedures for grievances, disciplinary actions, discrimination and harassment complaints, and other personnel matters governed by City policies and ordinances.
- Refers complex or sensitive non-routine matters to appropriate HR staff.
- Assists with administering HR programs in compliance with federal, state, and local laws, regulations, policies, and procedures.
- Helps update HR policies, procedures, forms, and related materials to reflect legal and operational changes.
- Supports distribution and communication of new and revised policy information to employees.
- Maintains compliance-related records, documentation, and audit support materials as assigned.
- Assists with developing, coordinating, and implementing HR systems, procedures, forms, and reporting tools.
- Recommends process improvements that enhance efficiency, service delivery, and effective use of technology.
- Helps coordinate and implement the City’s employee onboarding program.
- May serve on committees, attend meetings and training, maintain current knowledge of HR laws and practices, and represent the City at job fairs and other employment events as assigned.
Requirements
- High school diploma or equivalent.
- Two years of full-time equivalent progressively responsible confidential administrative, paraprofessional, or technical support experience, including some experience supporting a HR program area related to the assignment.
- Equivalent combinations of education and experience may be considered to meet the minimum qualifications.

Description
Regular, non-exempt position.
Starting salary range: $19.06 - $22.87 per hour, DOQ.
Closing date: Open Until Filled.
Shift and hours: Monday to Friday, 8:00 AM to 5:00 PM.

- May serve on committees, attend meetings and training, maintain current knowledge of HR laws and practices, and represent the City at job fairs and related events as assigned.
