Job Description
State of Washington is seeking an OOS Human Resource Consultant 2 to deliver expert guidance on classification, compensation, leave administration, and related laws to agency managers, supervisors, and staff. This onsite role in Selah supports HR operations by providing strategic, actionable advice across complex personnel issues, with responsibilities guided by the HR Operations framework. The position offers a monthly salary range of USD 5,111 to 6,870 and requires a bachelor’s degree plus at least one year of professional HR experience.
Responsibilities
- Independently delivers professional consultation and technical guidance to appointing authorities, managers, supervisors, and employees to meet organizational and operational needs in areas such as classification, compensation, benefits, leave administration and determinations, hiring practices, staff retention, layoff or reversion processes, and applicable laws, policies, and CBAs.
- Researches rules, regulations, policies, and CBAs.
- Provides guidance on complex issues in these topics under the supervision of the HR Ops Manager and HR Consultant 3 Leads, with outcomes reviewed by the HR Ops Manager as needed. The work is complex, but the impact of decisions is generally limited.
- Offers recommended courses of action.
- Edits and drafts correspondence.
- Analyzes issues through to resolution with clarity on goals and expected outcomes.
- Proactively furnishes sound advice, options, and strategies.
- Advises managers, supervisors, and employees on leave types, leave usage, and requirements under RCW, WAC, and CBAs.
- Oversees administration and determinations under FMLA, FCA, shared leave and other protected leave laws; includes informing managers of responsibilities, informing affected employees of rights and duties, facilitating information gathering and calculating eligibility, and advising on FMLA/FCA determinations and other protected-leave actions.
- Provides guidance on classification matters; collaborates with managers on developing Position Descriptions and language for establishments, reallocations, updates, training plans, and status changes.
- Reviews Position Descriptions for compliant wording, accurate scope, and document completeness.
- Offers recommendations, guidance, and training to supervisors as needed throughout the process.
- Submits required paperwork to the HRD Classification and Compensation Unit for approval.
- Assists with the processing of Position Review Requests (PRR).
Requirements
- Bachelor's degree in business, human resources, social or organizational behavioral sciences, or a related field.
- At least one year of professional human resources experience.
- Equivalent education/experience accepted.

- Working knowledge of Federal and State laws related to human resources.
- Communication: Explains complex HR topics clearly in writing and speech, adjusting language to fit the audience.
- Analysis: Thoroughly examines HR issues, identifies relevant rules and options, and recommends actions with an understanding of likely outcomes.
- Organization: Manages multiple open cases across topic areas, tracks deadlines, and follows through to completion without losing details.
- Adaptability: Adjusts priorities in response to urgent requests while maintaining progress on ongoing work.
- Collaboration: Works well within a team and builds productive relationships with partner units, managers, and employees across the agency.
- Training delivery: Prepares and delivers HR training to groups and individuals in a clear, accessible way.
- Discretion: Handles sensitive personnel information with care, maintaining confidentiality in line with personnel rules, agency policy, and collective bargaining agreements.
