Job Description

Salary: USD 96,689 - 102,577 per year. Location: Minnetonka, MN (onsite).

The City of Minnetonka offers a collaborative, service-focused environment where a Senior Human Resources Generalist can influence a broad range of HR functions. This onsite role covers benefits administration, leave management, compensation and classification, employee and labor relations, performance management, training, policy development, talent acquisition, safety and wellness, and diversity, equity, and inclusion. The position requires discretion and confidentiality to handle complex personnel matters.

Responsibilities

  • Leave of Absence Management: Interpret FMLA and ADA implications for leaves and disabilities; administer leaves of absence including short-term and long-term disability and paid parental leave; coordinate and track leaves to ensure accurate pay and benefits; maintain professional, confidential communication throughout the process.
  • Compensation and Classification: Conduct compensation analyses and market studies; participate in salary surveys; prepare the pay equity report; assist with annual compensation plan reviews for non-union regular and seasonal staff; conduct job evaluations and prepare position descriptions.
  • Employee Relations: Answer employment-related inquiries from applicants, staff, and supervisors; refer complex matters to the HR Manager; participate in employee investigations and terminations; support performance management and employee development.
  • Collective Bargaining: Advise managers on the administration of collective bargaining agreements and personnel policies; conduct research to support the development, implementation, and application of labor agreements.
  • Policy Development and Administration: Assist with updating city policies to reflect current laws, regulations, and city values; develop data metrics, analyze data, and implement process improvements, including automating approval processes and workflows.
  • Diversity and Inclusion: Partner with the HR Manager and leadership to set direction and coordinate diversity and inclusion initiatives to embed these practices in the employee experience.
  • Safety and Wellness: Support the city’s safety and wellness program, including development and implementation of AWAIR and Employee Right-to-Know policies; contribute to annual safety and wellness program initiatives.
  • Talent Acquisition: Assist with strategic recruitment initiatives for diverse talent across multiple sites; support full-cycle recruitment to meet staffing goals; collaborate with department managers to define required skills and competencies.
  • HR Operations: Manage unemployment insurance claims with timely responses and appeals; maintain compliance with federal, state, and local employment laws and regulations; stay current on trends, best practices, regulatory changes, and new HR technologies.
  • Other duties as needed within the scope of the position.

Requirements

  • Interpret FMLA and ADA implications related to leaves of absence and disabilities.
  • Administer leaves of absence, short-term disability, long-term disability, and paid parental leave; coordinate continuation of coverage and eligibility for benefits during leaves.
  • Coordinate leaves of absence, manage workers’ compensation and return-to-work considerations.
  • Handle continuation of benefits during leaves and ensure proper eligibility.
  • Conduct compensation analysis and participate in market studies and salary surveys.
  • Prepare pay equity reports and assist in annual compensation plan reviews.
  • Prepare position descriptions and conduct job evaluations.
  • Handle employment inquiries, investigations, and terminations; support performance management and employee development.
  • Advise on the administration of collective bargaining agreements and labor relations.
  • Update city policies; develop data metrics; implement process improvements.
  • Advance diversity, equity, and inclusion strategies and initiatives.
  • Support safety and wellness program initiatives (AWAIR, Right-to-Know).
  • Assist with full cycle recruitment and talent acquisition initiatives.
  • Manage unemployment insurance claims; ensure regulatory compliance and knowledge of HR trends.

Relationships

This position reports to the Human Resources Manager. It involves regular, professional contact with staff and prospective employees, requiring prompt, accurate responses, trust, and the handling of highly confidential information. The role is highly visible and reflects the city’s image in all interactions.

Problem Solving

Situations vary, requiring assessment of appropriate procedures and sequencing to achieve timely, tactful resolutions. Many scenarios involve sensitive personnel matters where prompt, fair decisions are essential.

Freedom to Act

The incumbent conducts research and analyzes materials to address day-to-day HR needs and payroll transactions, making timely decisions. Complex issues are discussed with the HR Manager, and the role requires taking initiative to complete tasks and adjust priorities as needed.

Physical Requirements

Work is performed primarily in an office setting with computer use. The role requires the ability to sit or stand for extended periods, occasionally stoop or kneel, and to lift or move light to moderate weights. Ability to operate office equipment and communicate verbally is essential.
