Saint Paul Public Schools offers an on-site HR Consultant role on the District Labor Relations Team in Saint Paul, MN. This position focuses on performance management, employee relations, benefits administration, training, and policy interpretation, including investigations and labor agreement support. It is a 12-month, 40-hour-per-week role with a competitive salary range of $71,617 to $105,942 per year, along with comprehensive benefits.
Responsibilities
- Serve as the district's HR expert for administrators, interpreting labor agreements, HR policies and procedures, and applicable laws in response to inquiries from district leaders and staff.
- Conduct investigations related to discrimination, misconduct, or related issues and prepare findings reports.
- Advise administrators on performance management, including coaching, written directives, and disciplinary actions.
- Recommend new approaches, policies, and procedures to continually improve departmental efficiency and services.
- Develop and deliver training programs for administrators and supervisors, and participate in presenting the training.
- Create benefits communications and present benefits information at orientation, pre-retirement seminars, and other meetings; coordinate open enrollment activities.
- Establish and maintain contact with labor union representatives and respond to inquiries.
- Provide staff assistance in labor arbitrations, mediations, and grievance procedures.
- Ensure changes to contract language are accurately reflected in labor agreements.
- Collaborate with insurance carriers to implement and maintain changes in employee and retiree benefits.
- Review new employment-related legislation and advise on incorporating changes into HR policies, labor agreements, and benefits contracts.
- Prepare reports requiring research, data collection, and analysis with recommendations as appropriate.
- Perform special projects as required and other related duties as assigned.
Requirements
- Bachelor's degree in human resource management, business or public administration, psychology, or a related field.
- Five years of professional human resource experience.
- Considerable knowledge of current standards, practices, and techniques of human resource administration.
- Considerable knowledge of workforce management principles, practices, and techniques.
- Considerable knowledge of applicable laws, rules, and regulations related to employment.
- Working knowledge of benefits administration.
- Working knowledge of the operations of a large organization.
- Skilled in using computer software applications to accomplish work tasks.
- Strong customer service, problem-solving, and time management skills.
- Effective communication skills, including listening, and verbal and written.
- Ability to establish rapport with diverse individuals and backgrounds; capacity to manage multiple issues simultaneously.
- Ability to work independently and as part of a team; strong research, analysis, and reporting capabilities.
- Ability to make sound decisions based on HR policies and procedures and to investigate and resolve complaints and conflicts.

- This is a 12 month position working 40 hours per week.
- Pay range: $71,617 - $105,942 per year.
- Maximum hiring step: Step 10.
