Human Resources Consultant
Job Description
Snohomish County is hiring a Human Resources Consultant to support Central Human Resources during an Enterprise Resource Planning (ERP) implementation. This onsite role in Everett, WA combines hands-on HR systems work with consultative support to employees and departments, including guidance on leave, benefits, pay administration, and policy interpretation. Job offers are contingent on employment verification and background checks.
What you’ll do
- Consult proactively with HR Business Partners and management to provide accurate, research-based guidance and interpretation to departments and employees.
- Support consistency across departments by advising on policies, services, and procedures and locating information from appropriate records.
- Investigate process problems or inaccuracies, analyze findings, and recommend resolution actions.
- Recommend and implement improvements and efficiencies, leveraging HRIS and related technology to maximize outcomes.
- Run reports and analytics to use data for internal and external service needs.
- Provide support on system capabilities and best practices, and contribute to efficient work prioritization within a cooperative team environment.
- Assist with inquiries related to retirement, long term disability, and other benefits, including meeting with individuals to provide information.
- Guide leave and disability inquiries, including but not limited to the Family and Medical Leave Act (FMLA) and PFML.
- Maintain and update pay tables, review and implement annual rate adjustments and salary changes within the HRIS, and coordinate other pay adjustments with labor relations, finance, and departments.
- Maintain and update complex and confidential records and filing systems using technology, including creating monthly reports and maintaining logs as needed.
- Conduct special HR project work as assigned, and research federal, state, and county policy and local laws that affect operations and HR consulting.
- Lead subordinate staff and/or project teams as assigned.
- Maintain confidentiality of personnel, payroll, accounting, finance records, reports, and other sensitive information.
Civil Service Commission responsibilities
- Act as Secretary/Chief Examiner to the Snohomish County Civil Service Commission, in accordance with RCW 41.14.050 and Civil Service Commission rules and regulations.
- Perform duties in the Snohomish County Civil Service Commission Rules and Regulations, including full-cycle recruitment for civil service positions, developing and administering examinations, maintaining the civil service classification plan, managing applicable records, and other related duties.
- Research and interpret civil service rules as necessary and refer difficult interpretive questions to legal counsel.
Working conditions, supervision, and schedule
- Work is performed remotely or in an office environment and may include travel to outlying areas.
- Receives direction from an administrative superior as assigned; assignments generally indicate what is to be done, expected quantity, and deadlines.
- Independently carries out assignments and pursues additional specific instructions as needed.
Required qualifications
- Bachelor’s degree in business or public administration or another discipline directly related to human resources, and one (1) year of human resources experience; or an equivalent combination of training and/or experience that provides the required knowledge and abilities.
- Must pass job-related tests.
- Must sign a confidentiality agreement as a condition of employment.
Nice to have
- Professional HR certification such as SHRM-CP, PHR, IPMA-CP, or a specialty certification related to assigned functions.

Project timeline details (ERP implementation)
- This is a project position supporting Snohomish County during ERP implementation to backfill and support Central Human Resources.
- Project positions are budgeted through 12/31/2026 and are anticipated to continue through the next biennial budget end date of 12/31/2028.
