Job Description

WECA invites applications for an Apprenticeship Recruiter & Outreach Specialist to drive the promotion of our Apprenticeship programs and manage the end-to-end applicant process. Based in Fresno, CA with a hybrid work arrangement, this role partners with school districts, civic associations, and community organizations to expand outreach across California, Arizona, and Utah.

This position blends outreach, recruitment operations, and compliance oversight to ensure WECA connects qualified candidates with apprenticeship opportunities while supporting diversity initiatives.

Location and Compensation

  • Location: Fresno, CA (hybrid)
  • Compensation: USD 30 - 33 per hour

Responsibilities

  • Develop, implement, and assess recruitment and selection processes to meet program needs
  • Monitor and analyze the effectiveness of recruitment strategies and procedures
  • Oversee the full recruitment intake process to ensure policy compliance
  • Generate reports measuring the impact of recruitment initiatives
  • Provide program minimums and benefits information to prospective students via visits, calls, emails, and direct mail
  • Collaborate with Membership and Marketing to source candidates in hard-to-fill areas
  • Maintain WECA's EEOC compliance plan for apprenticeship programs, engaging with women’s, minority, and veteran groups; document efforts and prepare audits-ready reports
  • Work collaboratively with internal teams and external partners (e.g., BIA, Job Corps, schools) to support workforce needs
  • Recruit qualified applicants for WECA’s Apprenticeship and Training Programs in line with state and federal regulations and company policies
  • Coordinate testing and interview activities across all apprenticeship programs and conduct follow-ups with candidates
  • Provide input on handbook standards and policy updates; help develop recruitment procedures and interview instructions
  • Serve as a training resource for interview participants on the recruitment and selection process
  • Partner with contractors and agencies on workforce matters and explain program benefits to job counselors
  • Represent WECA at job fairs, outreach events, and other special events to explain programs to potential students and contractor members
  • Create and maintain a comprehensive project plan that includes recruitment events
  • Develop and maintain partnerships with groups such as VA, EDD, BIA, NAWIC, and similar organizations
  • Produce reports on the success of promotions as requested
  • Collaborate with contractors on ideas and strategies to address short- and long-term workforce needs
  • Understand Apprenticeship Rules, Regulations, and Standards for all programs; draft letters as needed
  • Support the Operations Team and assist with projects and customer service as required; respond to inquiries within 24 business hours

Requirements

  • Effective communication and interpersonal skills, with the ability to conduct needs assessments and contribute to candidate selection discussions
  • Ability to lead or participate as a team member and collaborate across departments
  • Strong listening skills to understand and respond positively to requests
  • Flexibility to adapt to changing assignments and multiple priorities
  • Proven ability to manage multiple tasks and meet deadlines
  • Professional image that reflects the association
  • Ability to conduct complex analyses and develop actionable recommendations
  • Proficiency with Microsoft Office (Word, Excel, Outlook, Publisher) and common office equipment
  • Evenings and weekends may be required; this role is not limited to a standard 9-to-5 schedule
  • Travel throughout California, Arizona, and Utah, approximately 75% of the time
  • Valid driver’s license and normal automobile insurability; use of a personal vehicle with travel expenses reimbursed
  • Prior experience in or knowledge of the electrical field is a plus
  • Knowledge of recruitment, screening, interviewing, and referral processes and employment law is a plus
