Job Description

In the Hawaii State Department of Education, the Complex Area HR Officer II leads human resources operations for the Baldwin-Kekaulike-Kulanihakoi-Maui Complex Area. This on-site role focuses on investigations, advisory services, professional development, and resource coordination to support school administrators in Maui, with a compensation range of $114,820 to $162,535 annually.

Responsibilities

  • Directs and coordinates HR support for Complex Area administrators and serves as the primary contact for investigations or legal matters involving personnel and educational issues within the Maui Complex Area; conducts or assists with investigations, fact-finding, drafts correspondence or reports, and offers technical guidance to inform decisions and resolutions.
  • Acts as an advisor, consultant, facilitator, and mediator for CAS and school leaders; handles inquiries on legal or contractual concerns and provides analyses and recommendations to resolve issues at the lowest effective level.
  • Plans, coordinates, and delivers professional development and leadership activities for administrators and other Complex Area personnel; supports HR development initiatives that help schools develop, maintain, and implement their visions.
  • Serves as a liaison to state office resources; identifies and coordinates resource use across schools and complexes, facilitates short and long term strategic planning, and helps implement complex-wide or Complex Area plans.
  • Assists administrators to ensure compliance with federal and state mandates as directed.
  • Performs other related duties as assigned.

Requirements

  • Bachelor's degree in business administration with a specialization in human resource management, or with specialization in management that includes coursework in personnel administration and industrial relations.
  • Four years of responsible professional work in one or more specialized areas of human resource management, including at least one year in an education program, agency, or system.
  • Knowledge: Personnel administration; leadership and group dynamics; organizational change and effectiveness; labor problems; business statistics; principles and practices related to collective bargaining and dispute resolution; relevant laws, rules, regulations, and administrative procedures.
  • Ability: Provide analytical and technical HR services; communicate effectively orally and in writing; operate computers and other business machines.

Benefits

This is a 12-month appointment with vacation and sick leave provided according to applicable regulations.

Description

Eligible applicants may include educational officers, teachers, and other qualified individuals. This is an anticipated vacancy and the appointment will be a clear line appointment, excluded from the Educational Officers' Bargaining Unit. A written examination or assignment may be administered to determine possession of the knowledge and abilities required for the minimum qualifications.

Supplemental Information

  • Salary Range: EOSR-7, $114,820 to $162,535.
  • Salary placement: Department of Education certificated employees are placed on the salary range in accordance with department regulations; all others start at the first step of $114,820, with potential advancement subject to funding and qualifications.
  • Work year and benefits: 12-month appointment with vacation and sick leave as regulated.
