Job Description

The State of South Carolina seeks a capable Human Resource Liaison to provide personnel and administrative HR support for the Dorchester County office. This position serves as the conduit to the State Office of Human Resources and supports recruitment, time and leave management, and a range of HR processes for the Department of Social Services.

Job Details

  • Location: Dorchester County, SC (onsite)
  • Salary: USD 37,200 - 59,500 per year
  • Education: High School Diploma; a Bachelor's Degree may be substituted for related work experience

Responsibilities

  • Provides personnel and administrative support to the county office, covering hiring, onboarding, employee changes, and records management.
  • Advises staff on benefits, leave options, and HR policies.
  • Manages recruitment tasks and processes.
  • Monitors time and leave records, prepares HR-related reports, and assists the County Director with calls, visitors, and routine office duties.
  • Acts as the liaison between the county office and the State Office of Human Resources by processing personnel actions including new hires, separations, promotions, salary justifications, supervisor changes, internships, name changes, outside employment, and open enrollment.
  • Assists employees with benefits, leave, FMLA, PPL, Workers’ Compensation, and related personnel procedures.
  • Completes personnel action forms and shares information on HR policies and procedures with supervisors and employees.
  • Maintains personnel records and delivers HR services as needed.
  • Supports recruitment activities administratively by preparing vacancy requests in OnBase.
  • Coordinates interview scheduling.
  • Distributes referral lists and applications to applicants.
  • Supports managers with hiring activities.
  • Coordinates onboarding processes, including orientation, documentation, system access, and workstation setup.
  • Monitors and resolves time and leave issues by reviewing missing time and updating SCEIS transactions.
  • Maintains proactive communication with supervisors and employees, issues reminders, and ensures timely completion of required actions.
  • Prepares and distributes required HR reports.
  • Updates EPMS tracking and uploads documentation to OnBase.
  • Maintains vacancy reports, supervisor rosters, position descriptions, and compensatory time records.
  • Provides administrative support to the County Director by handling calls, visitors, and mail, and directs inquiries to the appropriate staff.
  • Researches program and procedural information; processes employee leave requests; monitors leave records for policy compliance.
  • Completes CLEAR background search requests for Dorchester, Colleton, and Orangeburg counties.
  • Performs Red Cross Shelter duty as directed and other emergency duties as assigned.

Requirements

  • A High School Diploma and work experience directly related to the area of employment.
  • A Bachelor's Degree may be substituted for the related work experience.
