Job Description
Professional HR Specialist providing support across HR functions under general supervision, handling recruitment, onboarding, employee relations, benefits, compensation, training, compliance, and HRIS administration across levels I–IV.
Responsibilities
- Assist with general employment activities, including recruiting, attending career fairs, screening applications, reviewing candidates, coordinating pre-employment testing, managing requisitions, guiding onboarding, and processing new hire paperwork.
- Review and refresh job descriptions to ensure duties reflect the role and organizational needs, in collaboration with department supervisors and managers.
- Provide technical guidance to supervisors and staff on HR policies, procedures, and best practices.
- Maintain HRIS data integrity through regular audits and updates.
- Analyze HR metrics and generate reports to support data driven decision making.
- Maintain and update employee records in compliance with applicable laws and policies.
- Assist with training programs, including new employee orientation and supervisor training on hiring.
- Respond to salary surveys and compensation studies.
- Implement and support HR programs and initiatives.
- Assist with compliance audits and records management to ensure adherence to federal, state, and city policies.
- Operate a City vehicle or personal vehicle to attend career fairs, recruitment events, and other HR activities.
- Oversee and manage comprehensive HR programs, ensuring alignment with organizational goals.
- Monitor trends and changes in employment laws to ensure organizational compliance.
- Interpret and apply policies, laws, and regulations accurately.
- Conduct detailed research and analysis to recommend HR process improvements.
- Collaborate with other departments to address organizational needs.
- Assist with complex projects such as policy revisions, classification studies, or implementing new HR technology.
- Perform other job related duties and responsibilities as assigned.
HR Specialist I Requirements
- High school diploma or GED required.
- A valid driver’s license or a military waiver required.
- Two (2) years of administrative experience or experience in human resources, payroll, benefits, recruiting, or training is preferred.
- Education: High school diploma or GED required; associate’s degree in business management, Business Administration or related field preferred.
HR Specialist II Requirements
- Three (3) years of administrative experience or experience in human resources, payroll, benefits, recruiting, or training required.
- A SHRM-CP HR certification or other advanced HR-relevant certification approved by the Director of Human Resources is required.
HR Specialist III Requirements
- Five (5) years of progressively responsible administrative experience or experience in human resources, recruiting, payroll, benefits, or training required.
- A bachelor’s degree in business management, Human Resource Management, Business Administration or related field preferred.
- A SHRM-CP or SCP certification from the Society of Human Resource Management or other advanced HR-relevant certification approved by the Director of Human Resources is required.
HR Specialist IV Requirements
- Seven (7) years of progressively responsible administrative experience or experience in human resources, recruiting, payroll, benefits, or training required.
- An advanced supplemental HR-relevant certification approved by the Director of Human Resources based on role is required.

Special Requirements
- HIPAA Compliance training is required within sixty (60) days of employment.

Experience and Training Guidelines
- HR Specialist I — Experience: Two (2) years of administrative or HR-related work preferred; Education/Training: High school diploma or GED required; Associate’s degree in business management, Business Administration or related field preferred; License or Certificate: Valid driver’s license or military waiver required.
- HR Specialist II — Experience: Three (3) years; License or Certificate: SHRM-CP or other advanced HR-relevant certification approved by the Director of Human Resources required.
- HR Specialist III — Experience: Five (5) years; Education/Training: Bachelor’s degree in business management, HRM, Business Administration or related field preferred; License or Certificate: SHRM-CP or SCP certification required.
- HR Specialist IV — Experience: Seven (7) years; License or Certificate: Advanced supplemental HR-relevant certification approved by the Director of Human Resources based on role required.
Compensation
- Hourly wage: USD 22 - 33
