HUMAN RESOURCES ANALYST
Job Description
The State of Arizona seeks an on-site Human Resources Analyst to support HR operations for assigned service groups in Phoenix, with in-state travel and duties at Papago Park Military Facility.
Responsibilities
- Handle diverse HR inquiries by researching and providing clear responses on personnel matters.
- Prepare personnel action forms and ensure precise, timely data entry of hires, promotions, demotions, salary changes, and off boarding into AZ360.
- Conduct regular data entry quality assurance for AZ360 through audits and troubleshooting.
- Collect and review documentation for base pay, performance pay, pay equity, and related analyses.
- Manage full-cycle recruitment and advise managers on staffing policies and procedures.
- Draft job announcements and post vacancies on electronic boards and other media.
- Screen resumes and conduct professional reference checks; coordinate new employee orientation.
- Represent the agency at career events and job fairs.
- Oversee onboarding and offboarding processes, including orientation, I-9 verification, fingerprinting, and badge coordination.
- Maintain, update, and audit internal HR records to ensure ongoing compliance.
- Stay current on employment regulations, trends, practices, and laws relevant to the assignment.
- Respond to HR questions from supervisors and staff on benefits, leave, performance management, retirement programs, and policies.
- Contribute to the Arizona Management System through root-cause problem solving, metrics, and standard operating procedures.
- Attend in-person service group meetings and travel within the state as required.
Requirements
- Knowledge of personnel management principles, labor laws including FMLA, FLSA, COBRA, EEO, HIPAA, USERRA.
- Understanding of HR management, benefits administration, and employee training.
- Experience developing and implementing recruitment strategies.
- Foundational knowledge of classification and compensation.
- Proficiency with office equipment and software such as Google Workspace and Microsoft Office (Word, Excel, Access, Outlook).
- Ability to establish and maintain effective interpersonal relationships.
- Skill in researching and analyzing documentation to determine appropriate actions.
- Strong written and verbal communication abilities; conflict resolution skills.
- Experience using databases to input, track, retrieve information, and generate reports.
- Ability to prioritize work for quality results and timely outcomes.
- Guide others to useful resources and deliver excellent customer service.
- Capable of managing workload, multitasking, and using resources efficiently.
- Ability to plan and make independent decisions, set priorities, and complete actions accurately.
- Comfort working in a fast-paced environment with changing priorities.
- Effective communication with all levels of personnel within and outside the organization; ability to interact with diverse stakeholders.
- Interpret policies clearly and ensure understanding and compliance across teams.
- Monitor, track, and follow up on action items; set and manage own work agenda.
- Maintain confidentiality of personnel, background, and medical records/documents.
- Possess and maintain a valid state-issued driver's license; willing to travel in-state and undergo driving record checks as required.
- Willingness to undergo a criminal background investigation.
- Ability to obtain favorable Tier 1 federal investigation for CAC approval to access federal IT systems.
- All new State employees must successfully complete E-Verify.

- Balanced combination of experience, education, and training aligned with the required knowledge, skills, and abilities. A candidate with one year of professional HR work experience or a Bachelor's degree in Personnel Management or a related field is preferred.
