Human Resources Coordinator
Job Description
The City of Eugene, Oregon is seeking a Regular budgeted Human Resources Coordinator to join the Employee Resource Center onsite in Eugene. This role centers on recruitment, partnerships, and delivering an outstanding candidate and customer experience across city departments. The position offers an hourly wage of USD 3,131 to 3,903 and requires at least four years of progressively responsible clerical or administrative experience, including two years in Human Resources, paired with a high school diploma or GED.
Responsibilities
- Collaborate with hiring managers and teams across the organization to actively support recruitment and selection efforts.
- Provide courteous, professional service to the public, supervisors, and City employees from diverse backgrounds.
- Advise supervisors and management on general legal, contractual, policy, and past-practice aspects of recruitment and other HR matters.
- Apply expertise to design and implement effective hiring processes and identify creative recruitment strategies and outreach opportunities.
- Carry out paraprofessional duties that support the Employee Resource Center.
- Assist with research and reporting; develop and maintain databases and spreadsheets related to recruitment trends and employee information.
- Verify, track, and update information for reporting, analysis, and classifications with accuracy.
- Develop and maintain complex recordkeeping systems for recruitments, background checks, and other data as assigned.
- Support data analysis, processing, and HR administration.
- Review employee change requests for compliance with policies and labor contracts.
- Support bargaining and grievance responses through data collection and reporting.
- Prepare and distribute various reports on a periodic or ad hoc basis.
- Deliver engaging presentations and training sessions.
- Maintain confidentiality of employee and candidate information and records at all times.
- Performs related duties as assigned.
Requirements
- Four years of progressively responsible clerical or administrative support experience with strong customer service, including at least two years in Human Resources or a role interpreting rules, regulations, policies, and procedures and maintaining complex records or databases.
- Experience working with confidential or sensitive information is preferred.
- High school diploma or GED equivalent.
- Associate or college coursework related to human resources, business administration, psychology, public administration, or a related field is preferred.
- Must pass a background check.

About the Regular Position
The regular position is an ongoing, budgeted role within the City’s workforce.
About the Limited Duration Position
This Limited Duration assignment could last up to 12 months based on business needs. Current limited duration employees do not have rights to their previous positions, and limited duration roles are at-will with no probationary period.
About the Acting in Capacity (AIC) Assignment
For current City of Eugene employees (excluding limited duration), the AIC assignment may run for up to 12 months per business need. You must meet the minimum qualifications and obtain supervisor approval to apply. If you are on probation, supervisory approval for the AIC assignment may be affected. Union representation continues during the AIC assignment.

Supplemental Information
Bilingual Pay Benefit: Pay up to 5% of base salary contingent on bilingual proficiency and qualification requirements.
Non-Represented Retirement Program: Eligible employees receive a 6% employee contribution and employer retirement contributions through PERS; if the employee contributes at least 1%, the City adds a 3% contribution to a deferred compensation program.
