Job Description
Rochester Childfirst Network invites you to lead people operations onsite in Rochester, NY. This full-time Human Resources Director role offers a salary range of $74,000 to $85,000 per year and a comprehensive benefits package that includes health and dental insurance, a health savings account, life insurance, paid time off, parental leave, and a 403b plan. Responsibilities
- Recruiting and Hiring: manage the full employee lifecycle from posting roles to screening candidates, coordinating interviews with hiring managers, performing reference checks, issuing offers as directed, completing regulatory paperwork for OCFS, and conducting regulatory background checks.
- Training and Development: design onboarding schedules for new hires, monitor 30/60/90-day touchpoints, and collaborate with hiring managers to refine the onboarding process for compliance and a strong new-hire experience.
- Performance Management: administer the agency’s evaluation program, coach supervisors on best practices for appraisals, and update job descriptions based on feedback from supervisors and the Board of Directors Personnel committee.
- Compensation and Benefits: oversee benefit plans (health, dental, other insurances, PTO, 403b), review plans annually with the benefits broker, coordinate Open Enrollment, and develop a market-informed compensation strategy with Finance for salary and benefits budgeting.
- Employee Relations: guide change management, drive employee engagement, handle grievances and conflicts, and maintain a positive, inclusive environment; consult with the Executive Director, Finance, the personnel committee, and legal counsel as needed; conduct exit interviews to identify themes for improvement.
- Corporate Compliance and Risk Management: serve as Corporate Compliance Officer to ensure adherence to labor laws and internal policies, develop and update policies, and perform regular risk assessments and internal HR audits.
- Payroll Processing: run bi-weekly payroll, coordinate with the payroll vendor, handle quarterly and annual payroll compliance, align allocations with Finance, and assess and implement changes to the payroll system and related vendors as needed.
- HR Administration and Systems: maintain the employee handbook, analyze HR data to inform leadership decisions, serve as liaison to the Board of Directors personnel committee, and participate in leadership and committee meetings as required.

- Minimum 5–8 years of related experience; preferred experience in HR management
- SHRM certification preferred

- Ability to translate data into actionable insights and tell a compelling story with metrics
- Cultural awareness and sensitivity to diverse communities
- Solid foundation in business mathematics and data analysis
- Strategic reasoning and solid business acumen
- Advanced proficiency in HRIS, ATS, MS Office, Google Workspace; data literacy with AI tools; experience with cloud storage (SharePoint or OneDrive) and digital collaboration tools
