HUMAN RESOURCES GENERALIST
Job Description
Based onsite in Chino, CA, the Navy Exchange Service Command seeks a Federal HR Generalist to provide human resources support to headquarters or a large NEX activity. Work is coordinated and reviewed by District HR leadership. The role encompasses HR records management, staffing, employee relations, training, compensation program administration, and policy guidance. The position offers a salary of USD 55,000 per year.
Responsibilities
- Manages official HR records, compiles data, and produces reports as required.
- Maintains current and accurate electronic HR records and personnel jackets.
- Ensures the privacy and confidentiality of all stored data.
- Engaged in HR projects related to communication facilitation, planning, and the development of employment competencies.
- Supports the District HR Manager in workforce planning by developing and executing a recruitment plan aligned with local and district needs and diversity objectives.
- Optimizes the utilization of activity personnel and advises on selection, retention, reassignment, and promotion decisions.
- Contributes to compensation program administration, participates in wage surveys, and maintains salary and wage schedules.
- Coordinates onsite training sessions for managers with the District HR Manager, providing guidance on HR policies and procedures.
- Offers guidance to managers on employee relations issues.
- Assists with counseling associates and seeks informal resolutions to problems.
- Researches and prepares disciplinary actions and facilitates the resolution of grievances and complaints.
- Oversees a consistent new hire orientation that covers exchange policies, benefit eligibility and processing, and DOD mandatory training requirements.
- Coordinates award nominations, selections, and presentations.
- Maintains a library of educational and training resources and references.
- Performs training needs analysis and helps management define requirements, identify candidates, and plan curricula.
- Delivers training or assists instructors in designated courses for exempt and nonexempt employees.
- Assists management in creating Individual Development Plans for nonexempt associates.
- Plans and schedules daily work assignments for the HR office.
- Supervises and evaluates the performance of assigned associates.
- Performs other related duties as assigned.
Requirements
- Three years of responsible, nonroutine work experience providing a broad understanding of systems, methods, and administrative processes, with the ability to analyze problems, apply sound judgment, and communicate effectively both orally and in writing.
- Education substitution: One year of academic study beyond high school may substitute for nine months of experience, up to a maximum of a four-year bachelor's degree for three years of general experience.
- One year of responsible HR work experience demonstrating the ability to apply knowledge of HR rules, regulations, procedures, and program requirements.
