Job Description

Responsibilities

  • Maintain official HR records, compile data, and generate required reports.
  • Keep associates' electronic HR records and jackets current and accurate, while safeguarding data privacy.
  • Lead or participate in HR projects related to communication facilitation, planning, and development of employment competencies.
  • Assist the District Human Resources Manager in staffing efforts by developing and executing recruitment plans aligned with local and district needs and workforce diversity goals.
  • Ensure efficient utilization of activity personnel and advise on selection, retention, reassignment, and promotions of associates.
  • Participate in Compensation Program Administration, including wage surveys and maintaining salary and wage schedules.
  • Coordinate onsite training sessions for managers with the District HR Manager, providing guidance on HR policies and procedures.
  • Offer support to managers on employee relations issues and counsel associates to resolve problems informally when possible.
  • Research and prepare disciplinary actions and work toward resolution of grievances and complaints.
  • Oversee consistent new hire orientation training covering exchange policies, benefit eligibility, processing, and DOD mandatory training requirements.
  • Coordinate award nominations, selections, and presentations.
  • Maintain a library of educational and training resources and references.
  • Conduct training needs analysis and assist management in defining training requirements, identifying candidates, and planning curricula.
  • Deliver or assist with designated training courses for exempt and non-exempt employees as needed.
  • Assist management in creating Individual Development Plans for non-exempt associates.
  • Plan and schedule daily work assignments for the HR office, and supervise the performance of assigned staff.
  • Perform other related duties as assigned.

Requirements

  • Three years of responsible experience in non-routine work demonstrating broad understanding of systems, methods, and administrative processes, with the ability to analyze problems, apply sound judgment, and communicate effectively both verbally and in writing.
  • One year of academic study above high school level may substitute for up to nine months of experience, up to a maximum of a four-year bachelor’s degree for three years of general experience.
  • One year of responsible HR experience that demonstrates knowledge of HR rules, regulations, procedures, and program requirements.
