Position overview
The Human Resources Manager oversees the administration, coordination, and evaluation of HR functions, including benefits, compensation, recruiting, employee safety, and performance evaluation. This role reports to the Chief Human Resources Officer and supports the organization in maintaining compliant, efficient HR operations aligned with WellSpace Health's culture and objectives, including adherence to a Just Culture model.
Responsibilities
- Guide the delivery of HR services, policies, and programs across the department and organization
- Manage the workers' compensation program and participate in quarterly meetings
- Authorize or approve job requisitions, PANs, background checks, fingerprint results, DMV pulls, internal applications, student loan repayment program verifications, PTO cash out forms, and Education Assistance program forms
- Address employment and regulatory compliance concerns promptly
- Assist with creating HR policies, development, and documentation as requested
- Support employee safety, welfare, wellness, and health initiatives within HR scope
- Foster an employee oriented culture emphasizing quality, continuous improvement, and high performance
- Monitor HR administration against established standards and identify opportunities for improvement
- Encourage ongoing development of the HR staff
- Conduct annual reviews and provide recommendations to the CHRO on policies and practices
- Maintain knowledge of industry trends and employment law to ensure compliance
- Communicate changes in personnel policies and ensure HR compliance
- Review exit interviews to determine reasons for separation
- Develop and maintain an HR information system that meets organizational needs
- Participate in committees and special projects and take on additional responsibilities
- Ensure consistent application of HR policies and procedures
- Provide counsel, support, and training to departments on HR matters
- Establish an effective performance management system for the HR team
- Oversee benefit programs and respond to employee questions about plans
- Ensure compliance and quality of personnel files and coordinate new hire trainings
- Ensure staff receive elective and required trainings, including sexual harassment prevention
- Collaborate with supervisors to establish and review accurate job descriptions
- Maintain working knowledge of COBRA administration
- Ensure legal requirements and employment records are maintained
- Serve as escalation point for employee complaints and conduct investigations as warranted
- Oversee departmental QA activities and participate in organization wide Quality Improvement
- Perform other duties as assigned
Requirements
- Bachelor’s degree in Business, Human Resources or related field preferred
- Five plus years HR Manager experience or an equivalent combination of education and experience
- Strong verbal and written communication skills
- Strong attention to detail
- Strong organizational abilities
- Excellent customer and employee relations skills
- Demonstrated professional ethics and organizational compliance
- Ability to coordinate and facilitate meetings
- PC literacy with standard office software, including word processing, email, and spreadsheets

This is an in person, on site role based in Sacramento, CA 95815. The work environment is office oriented, with standard on site interaction and collaboration.

Compensation
Salary range: USD 91,900 - 119,470 per year.
