Salary: $95,000 - $115,000 per year • Location: Santa Clara, CA (onsite)

Responsibilities

  • Model our values and actively cultivate a positive agency culture through daily actions
  • Oversee the smooth operation of the HR department and lead the HR team
  • Serve as the primary point of contact for leadership on policies and best practices
  • Collaborate with leadership to address employee relations concerns, conducting investigations from start to finish with guidance from legal counsel and the Chief People & Culture Officer as needed
  • Coordinate with attorneys to handle legal requests promptly and maintain awareness of legal risk in daily duties
  • Ensure timely submission of unemployment data, draft appeals, and represent during hearings; manage wage garnishments and respond to wage and hour claims and EEOC complaints
  • Act as the department's compliance officer, ensuring timely external reports (Annual Pay Data Report, EEO‑1, OSHA 300/300A) and internal reports (HR dashboard, open positions, organizational chart)
  • Oversee benefits administration (health, retirement, voluntary benefits, workers' compensation) and coordinate open enrollment activities such as benefits fairs and vaccination clinics
  • Manage leave of absence processes (FMLA, CFRA, PDL, PFL) and work accommodations; maintain accurate leave records
  • Oversee talent acquisition including recruiting, hiring, onboarding, and enhancing the new hire experience
  • Lead talent management, including performance evaluations, OKRs, merit increases, and professional development initiatives
  • Direct HR system projects, establishing objectives, timelines, stakeholder communication, and delivering outcomes
  • Support efforts to boost employee engagement, recognition, and retention; participate in agency events
  • Support training initiatives around compliance, safety, and Bill Wilson Center values
  • Analyze data to identify trends, diagnose issues, and present data‑driven recommendations to leadership
  • Maintain compliance with federal, state, and local labor laws, safety regulations, and industry standards
  • Always act in the agency's best interest
  • Additional duties as assigned

Requirements

  • Bachelor's degree in Human Resources, Business Administration, or Psychology; HR certification preferred
  • Prior experience managing an HR team is required
  • Minimum of six years of HR experience or an equivalent mix of education and experience
  • Experience with HRIS/ATS systems is required; Paycom is highly desirable
  • Strong proficiency with Microsoft Office or Google Workspace; advanced Excel skills preferred
  • Solid knowledge of HR practices and applicable federal, state, and local laws
  • Detail-oriented with excellent written and verbal communication skills
  • Strong follow-through and ability to see assignments through to completion
  • Self-starter capable of navigating ambiguity
  • Experience creating presentations and leading large-group trainings
  • Ability to juggle multiple projects in a demanding, fast-paced environment and meet deadlines
  • Experience working with a culturally diverse staff
  • Ability to exercise discretion and maintain confidentiality
