Job Description

The Town of Colchester is seeking a Human Resources Manager to lead core human resources functions for the organization. This onsite position focuses on supporting employee engagement and workplace culture while ensuring compliance with applicable labor laws, coordinating HR initiatives across talent acquisition and total rewards administration.

Role Overview

Reporting through the appropriate town leadership structure, the Human Resources Manager oversees talent acquisition and administers benefits and compensation. The role also supports staff training and development planning and partners with the Town Manager’s Office and Town Attorney on higher-risk matters that require executive-level attention.

Key Responsibilities

  • Manage the Town’s human resource functions end to end
  • Maintain and reinforce a positive workplace culture
  • Support employee engagement and employee relations
  • Ensure compliance with all applicable labor laws, legislation, and regulations
  • Oversee talent acquisition activities
  • Oversee benefits and compensation administration
  • Assist with identifying staff training and development opportunities and related resources
  • Work closely with the Town Manager’s Office on higher-risk matters and issues requiring Town Attorney involvement

Required Qualifications

  • Minimum three to five years of progressive HR experience; an equivalent combination of education and experience will be considered
  • Bachelor’s degree in Human Resources, Business Administration, Public Administration, or a related field (preferred); equivalent combination of education and experience will be considered
  • Ability to work on site full-time in Colchester, VT 05446
  • Clear written and verbal communication skills
  • Strong interpersonal and organizational skills with attention to detail
  • Effective time management with the proven ability to manage concurrent, competing deadlines
  • Strong analytical and problem-solving skills, including sound independent judgment in day-to-day HR decisions
  • Ability to adapt experience and “canned information” to organizational and employee needs
  • Proficiency with Microsoft Office and the ability to use human resources information and financial information systems
  • Working knowledge of laws relating to benefits, wage and hour, leave, discrimination, workers’ compensation, the ADA, and related areas
  • Ability to handle confidential personnel information appropriately, honoring employee and employer rights, responsibilities, and privacy
  • Ability to interact positively and professionally with Town employees, elected officials, state entities, and members of the general public
  • Genuine working empathy for Town employees as the organization’s most important resource

Preferred Certifications

  • PHR/SPHR, SHRM-CP/SHRM-SCP, or an equivalent HR certification

Compensation

Salary: USD 80,139 - 95,206 per year (pay range also listed as $80,139.02 - $95,206.28 per year).
