Human Resources Representative
Job Description
Support day-to-day HR and payroll operations for a long-term care facility while maintaining compliance with federal, state, and local requirements.
Responsibilities
- Ensure adherence to the Code of Conduct, facility policies and procedures, and applicable rules, regulations, and standards from federal, state, and accrediting or regulatory bodies
- Coordinate required compliance training completion and related processing for staff
- Handle daily HR office operations and maintain employee records
- Conduct pre-employment screening and background checks
- Coordinate employee recruitment and the onboarding process
- Process Leave of Absence (LOA) requests
- Manage new hire documentation, including I-9 completion, I-9 documentation verification, and maintenance of I-9 files
- Ensure new employees are properly oriented and trained
- Provide written and oral reports or recommendations to the Administrator on HR matters
- Prepare for and participate in facility surveys (inspections) conducted by authorized government agencies
- Resolve complaints and grievances raised by facility personnel
- Administer department employment actions fairly and in compliance with the facility’s Policy Against Discrimination, Harassment and Retaliation
- Develop, plan, and conduct in-service training classes
- Maintain confidentiality of all current and archived personnel information and records
- Work with the Staffing Coordinator and Staff Development to maintain compliance with facility and regulatory employee competency and education requirements
- Ensure AAP and EEO compliance, if applicable
- Maintain and update HR records, forms, and policies in accordance with federal and state regulations
- Maintain HRIS data entry for personnel changes and reports; keep licenses, certificates, other credentials, and TB screens up to date
- Support overall payroll functions, including processing payroll twice monthly and providing terminated employee final paychecks in accordance with state law
- Assist employees with payroll questions including check information, deductions, and overtime
- Coordinate the employee performance review process
- Respond promptly to unemployment and worker compensation claims
- Champion the annual satisfaction survey for employees and residents
- Perform other duties as needed or assigned
Requirements
- High School Diploma or equivalent required; Bachelor’s degree or equivalent preferred
- Minimum 1 year of Human Resources experience, preferably in a hospital, long-term care facility, or related healthcare setting
- Preference for PHR or SHRM-CP certification
- Provide evidence of being free of tuberculosis infection upon hire and as required by facility policies
- Ability to read, write, speak, and understand English
- Patience, tact, cheerful disposition, and enthusiasm; ability to handle difficult situations
- Ability to make independent decisions when circumstances warrant
- Ability to interact tactfully with personnel, residents, family members, visitors, and government agencies/personnel
- Knowledge of long-term care procedures and applicable laws, regulations, and guidelines
- Leadership and supervisory skills, with willingness to work harmoniously with other personnel
- Ability to maintain a warm, positive environment and a calm setting throughout the facility
- Keep informed on changes in employment laws and regulations
- Meet general health requirements, which may include a medical and physical examination
- Ability to lift up to 25 pounds; infrequent lifting of more weight up to 50 pounds
- Ability to function independently with flexibility and personal integrity
- Sight and hearing senses (or prosthetics that enable them) sufficient to perform job requirements
- Ability to cope with mental, emotional, and stress demands of the position
- Ability to relate to and work with ill, disabled, elderly, emotionally upset, and at times hostile individuals
- Ability to move intermittently throughout the workday
- May be necessary to assist with resident evacuation during emergency situations

Work Environment
- Works in administrative offices with frequent need to be in all areas of the facility (e.g., nurse’s stations, resident rooms)
- Intermittent movement during working hours; frequent interruptions
- Interacts with residents, personnel, visitors, and government agencies/personnel under varied conditions
- May be exposed to hostile and emotionally upset residents, families, personnel, and visitors
- Communicates with medical staff, nursing personnel, and other department supervisors
- May work beyond normal hours and on weekends and holidays when necessary
- May be subject to call-back during emergency conditions (e.g., severe weather, evacuation, post-disaster)
- May be subject to injury from falls, burns from equipment, odors, and reactions to dust, disinfectants, tobacco smoke, and other air contaminants
- May be exposed to infectious waste and diseases/conditions, including TB and the AIDS and Hepatitis B viruses
- May be subject to handling of and exposure to hazardous chemicals

Pay
- $17.00 per hour
