Job Description

Temporary, full-time Human Resources Specialist role onsite at UH Maui College in Kahului, Maui, handling payroll notifications, benefits coordination, employee records, student employment, and HR operations.

Responsibilities

  • Operate the automated HRIS (PeopleSoft) to prepare payroll notification forms for personnel transactions.
  • Assess Temporary Disability Benefit claims for eligibility and determine entitlement amounts.
  • Process and adjudicate Workers' Compensation claims.
  • Advise Faculty, Staff, Lecturers, and Casual or Emergency hires on fringe benefit programs and terms of employment in line with UHCC policies, CBAs, and benefit plans.
  • Coordinate open enrollment activities and support any new benefit plans or plan updates.
  • Respond to unemployment insurance claim notices filed with the Department of Labor and Industrial Relations; review employee records and provide information to state officials; file appeals as appropriate.
  • Research and resolve employee concerns related to pay, leave, benefits, and retirement.
  • Notify the HR Manager of unusual or difficult cases, gaps in guidelines, or conflicts in plans.
  • Analyze records to determine eligibility for sabbatical, paid or unpaid leave, stipends, overloads, probationary credit, summer pro‑rata pay, and similar actions.
  • Serve as the UH Maui College HR contact when coordinating with OHR Benefits, UH Payroll, EUTF, ERS, and other agencies delivering employee services.
  • Assist the HR Manager by interpreting CBA articles and BOR policies to employees and supervisors.
  • Support the on-campus SECE program administration; maintain the student position database and process employment transactions efficiently.
  • Create and maintain personnel databases for student employment, including TB clearance, Form I-9, transcripts, appointments, and archived records.
  • Train new SECE system users and assist with completing required forms.
  • Respond to inquiries from Faculty and Staff on student employment HR matters referencing applicable policies.
  • Prepare and update employee orientation sessions, covering UH system operations, CBA overview, pay, leaves, benefits, and retirement.
  • Plan and conduct ongoing employee orientations to onboard staff within the UH system and outline pay, benefits, and retirement information.
  • Identify and propose HR staff development projects; coordinate training logistics including speakers, facilities, and A/V equipment.
  • Maintain personnel records in compliance with Federal, State, and UHCC policies.
  • Collect and organize personnel data for systemwide or program reports and for inquiries from UH or UHMC partners.
  • Assist with updating the UHMC HR Office website with current policies, procedures, and benefits, and contribute relevant campus updates.
  • Support additional areas such as Civil Service and Casual hires as needed.
  • Perform other duties as assigned.

Requirements

  • Bachelor's degree in Human Resources, Business Administration, Public Administration, or a related field, or an equivalent combination of education and professional experience.
  • Functional knowledge of HR or business principles, practices, and terminology.
  • Understanding of federal and state HR laws, rules, regulations, and systems relevant to HR or business functions.
  • Proven ability to identify problems, analyze causes, and resolve common HR-related issues.
  • Strong written and oral communication skills; ability to prepare reports and procedures and communicate effectively across various contexts.
  • Demonstrated capacity to establish and maintain relationships with internal and external stakeholders.
  • Proficiency with personal computers and word processing software.
  • Knowledge of postsecondary institution structures and processes.
  • Foundational knowledge of HR rules and regulations, including equal employment opportunity and related policies.
  • Detail-oriented with the ability to manage multiple tasks and meet deadlines.
  • Ability to prioritize multiple duties under demanding timelines.
  • Basic understanding of accounting principles.
  • Ability to apply knowledge of Native Hawaiian culture to collaborate effectively with diverse groups.
