Job Description

Three Rivers, Texas hosts a Federal Bureau of Prisons facility where a dedicated Human Resources Specialist will support staffing, employee relations, leave administration, and advisory services from within the facility’s HR Office. This onsite role focuses on delivering practical, compliant people operations in a security-conscious environment, partnering with management and staff to keep HR processes efficient and effective. The position offers a salary range of USD 57,467 to 82,702 per year and requires at least one year of experience, with a Master’s degree or equivalent (or LL.B/J.D., if related) as a baseline qualification.

The role sits within the facility’s Human Resources Office, delivering staffing support, employee relations assistance, leave administration, and advisory services to a broad range of employees.

Responsibilities

  • Help plan and implement human resource programs at the facility.
  • Build recruitment sources and methods and participate in recruitment activities.
  • Provide guidance to prospective applicants and schedule and conduct interviews.
  • Request certificates of eligible candidates and initiate security clearance requests.
  • Support the administration of the incentive awards program and the performance evaluation program.
  • Assist in administering the leave administration program and the employee-management relations program to foster stable, cooperative relations between management and line staff.
  • Offer advisory services to a wide range of employees and advise timekeepers, employees, managers, and supervisors on leave regulations.
  • Maintain the security of the institution; correctional duties are a primary responsibility performed regularly as required.

  • Career Transition Programs (CTAP or ICTAP) eligibility criteria.
  • Be rated well-qualified for the position, scoring at least half of the total possible points for the vacancy KSAs or competencies.
  • Submit the appropriate documentation to support CTAP or ICTAP eligibility: a copy of the agency notice, most recent performance appraisal, most recent SF-50 showing current/former position, grade, promotion potential, and duty location.
  • NOTE: Applicants claiming CTAP or ICTAP eligibility must complete all assessment questions to be rated under the established ranking criteria.
  • GL-07: One full year of graduate-level education or superior academic achievement.
  • GL-09: A Master’s or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree or LL.B or J.D., if related.
  • Graduate education must demonstrate the knowledge, skills, and abilities necessary to do the work of the position.
  • Experience: One year of specialized experience equivalent in difficulty and complexity to the next lower grade level (GL-07 and GL-09).
  • GL-07 examples: Ability to effectively prioritize tasks and assignments to avoid oversight.
  • GL-07 examples: Knowledge of federal personnel principles, policies and procedures to identify problems and respond to questions.
  • GL-07 examples: Experience with responding to formal and informal HR-related inquiries.
  • GL-07 examples: Proficient with maintaining logs, reports and tracking systems to support an office workflow.
  • GL-09 examples: Experience with advising candidates on hiring practices and background security requirements for federal employment.
  • GL-09 examples: Knowledge of the laws, regulations, principles, and practices of various federal personnel programs such as staffing, performance management, classification, benefits and incentives.
  • GL-09 examples: Ability to establish effective working relationships and to communicate with others, orally and in writing, including preparing and conducting formal and informal updates.
  • GL-09 examples: Ability to effectively manage multiple responsibilities independently to prevent backlog of work.
  • OR Combination of Education and Experience: Have a combination of education and experience that equips you to perform the major duties of this position.
