Job Description

The HR Specialist for Leaves, Records, and Substitute Services provides essential support for timekeeping, leave administration, and substitute coordination within Spokane Public Schools. The role delivers high-volume, customer-focused human resources assistance to both classified and certificated staff, as well as administrators.

Responsibilities

  • Maintain accurate data across work sites and staff, utilizing HR/Payroll software to compute retroactive, escrow, extracurricular, and supplemental pay using precise formulas.
  • Process leave requests in line with district policy and applicable state, federal, and collective bargaining requirements; preserve accurate records of leaves and timekeeping.
  • Advise classified and certificated employees on health leaves, FML, personal, maternity, educational, military, ADA, and other leave accommodations.
  • Support the hiring process by conducting reference checks and extending job offers in accordance with laws, district policy, and collective bargaining agreements; provide related training to administrators and supervisors.
  • Onboard new classified and certificated staff and substitutes; ensure completion of all new hire paperwork, security clearances, and legal documents.
  • Coordinate initial district orientation for new hires and offer guidance on regulations and continued education relevant to the position.
  • Monitor and place substitutes through the substitute system and coordinate coverage at school buildings as needed.
  • Provide HR support to staff and administrators; collaborate and cross-train with other department personnel.
  • Maintain and update professional knowledge through required or assigned development opportunities.
  • Participate in additional duties to support the Human Resources team and Spokane Public Schools staff.

Requirements

  • Demonstrated ability to perform the listed responsibilities.
  • High school diploma or equivalent required.
  • Bachelor's degree in Human Resources, Accounting, Business, or a closely related field, or equivalent work experience required.
  • Three years of responsible human resources or related experience, preferably in a school district or HR environment; payroll/HR systems experience is desirable.
  • Knowledge of HR principles and practices.
  • Proficiency with personal computers and automated HR systems, including personnel management software.
  • Ability to maintain precise records, organize data reports, and utilize mail-merge functions.
  • Strong communication skills for written and oral information exchange.
  • Competence in decision making and problem solving, with a focus on customer service.
  • Proven ability to work confidentially with a diverse group of teachers, staff, and community members.
  • Commitment to fostering a quality-focused environment, supporting a diverse workforce, and contributing to continuous improvement as part of a collaborative team.
  • Attention to detail and accuracy, with the ability to organize and prioritize tasks and prepare written procedures.
  • Discretion in handling sensitive information and the ability to work under pressure to meet deadlines.
