Job Description

Reading School District is seeking a Human Resources Talent Management Specialist to coordinate and support talent management across the District, including talent acquisition, onboarding, employee training, professional development, and employee engagement. In this onsite role in Reading, PA, you will help build a high-quality workforce experience while supporting compliance with employment laws, District policies, and applicable regulations.

What You’ll Do

  • Coordinate recruitment activities for assigned employee groups, including position advertising, recruitment marketing, applicant outreach, job fairs, community partnerships, and workforce development initiatives.
  • Partner with hiring managers to develop recruitment strategies, identify staffing needs, support candidate selection, and support effective hiring practices.
  • Manage candidate screening and scheduling, coordinate interviews, perform reference checks, support Act 168 compliance, and oversee applicant communications and pre-employment requirements, including I-9 verification, employment eligibility, background clearances, and licensure and certification verification.
  • Develop and maintain recruitment pipelines through partnerships with colleges, universities, workforce organizations, community agencies, and other strategic recruitment sources.
  • Monitor recruitment metrics, vacancy trends, hiring timelines, and candidate experience, then recommend process improvements to strengthen recruiting outcomes.
  • Coordinate and facilitate the District onboarding program, including new employee orientation and onboarding communications, in collaboration with Payroll, Benefits, Technology, school administrators, and other departments.
  • Develop, maintain, and continually improve onboarding procedures, checklists, resources, and communication materials to support employee success, engagement, and retention.
  • Coordinate employee engagement initiatives such as onboarding follow-up, stay interviews, exit interviews, employee recognition activities, and other retention-focused efforts.
  • Compile, analyze, and report recruitment, onboarding, vacancy, and retention data to identify trends and recommend continuous improvement initiatives.
  • Coordinate the District’s mandatory employee training program and administer the learning management system, including employee accounts, course assignments, completion monitoring, reporting, troubleshooting, and training records.
  • Coordinate and monitor compliance with required federal, state, and District training requirements, including annual compliance campaigns and related reporting.
  • Coordinate professional development opportunities for assigned employee groups, collaborate with District departments on workforce development and job-specific learning needs, and support the design and evaluation of learning initiatives.
  • Maintain standard operating procedures, forms, guides, and resource materials related to recruitment, onboarding, training, and talent management.
  • Support the implementation, administration, and continuous improvement of HR technology systems, including applicant tracking and learning management tools.
  • Maintain accurate personnel records, complete employment verifications, audits, reports, and required state and federal submissions in accordance with District policies and applicable laws.
  • Interpret and apply District policies, administrative regulations, employment laws, and applicable collective bargaining agreements while protecting confidential employee and applicant information.
  • Stay current on HR, talent acquisition, onboarding, employee development, and legal best practices, and perform other assigned duties.

What You’ll Need

  • Two (2)-year degree in Human Resources, Data Analytics, Business Administration, or a related field is required; Bachelor’s Degree in a related field is preferred.
  • Minimum three (3) years of progressively responsible experience in Human Resources, recruitment, employee development, training, or a related area is required.
  • SHRM-CP, SHRM-SCP, PHR, or SPHR certification preferred.
  • Strong analytical, organizational, project management, and interpersonal skills, including the ability to work effectively with administrative, professional, and support personnel.
  • Strong verbal and written communication skills, with the ability to independently prepare correspondence, reports, presentations, and training materials.
  • Demonstrated ability to coordinate multiple priorities while meeting established deadlines.
  • Ability to analyze workforce data and develop recommendations for continuous improvement.
  • Proficiency with HRIS, applicant tracking systems, learning management systems, Google Workspace, Microsoft Office, and related technology.
  • Pennsylvania Driver’s License and personal transportation required.

  • Employment: Full-time, 12-month non-exempt position
  • Compensation: Salary and benefits determined by the appropriate employment agreement
  • Evaluation: Performance evaluated according to the Board’s personnel evaluation policy
