Job Description

Based onsite in Shelbyville, Tennessee, Pens.com invites a People Operations Manager to lead HR administration, coordination, and evaluation within a manufacturing environment. This role oversees full cycle recruitment and partners with management to support facility operations. It offers the opportunity to shape policies, strengthen team culture, and implement efficient HR processes that keep production moving.

Responsibilities

  • Plan, organize, and oversee all activities of the human resources department
  • Contribute to setting department goals, objectives, and systems
  • Develop, propose, and implement personnel policies and procedures
  • Create and maintain an employee handbook detailing policies and procedures
  • Apply knowledge of affirmative action programs, EEO-1 filings, and comply with EEO regulations
  • Establish and maintain department records and reporting
  • Attend administrative staff meetings and external meetings such as seminars
  • Assess reports, decisions, and outcomes of HR initiatives against established goals
  • Recommend new approaches and policies to continually improve departmental efficiency and service
  • Ensure compliance with federal, state, and local employment laws
  • Maintain working knowledge of SOX compliance
  • Manage employee information using Oracle and ADP Workforce Now systems
  • Conduct routine personnel file audits to ensure completeness and regulatory compliance
  • Foster a positive work environment with open communication channels
  • Plan employee and team recognition programs to reward positive behavior and boost morale
  • Perform wage surveys and provide wage recommendations
  • Establish fair and equitable pay grades based on job demands, working conditions, education, experience, and duties
  • Coordinate team development and skills training
  • Identify organizational training needs and facilitate programs in-house or through external resources
  • Educate employees on health and welfare plans and enroll eligible staff in benefits
  • Apply knowledge of Workers’ Compensation processes and OSHA/TOSHA regulations
  • Assist with recruitment for all levels, including management, staff, and hourly roles
  • Develop job descriptions and employment advertisements
  • Conduct interviews, perform reference checks, administer assessments, and make hiring recommendations
  • Manage full cycle recruitment for hourly, technical, and salaried roles from posting to onboarding
  • Collaborate with hiring managers to define job requirements and interview processes
  • Source candidates via multiple channels such as job boards, social media, career fairs, and referrals
  • Screen resumes, conduct initial interviews, and coordinate follow-up with department leads
  • Develop and maintain talent pipelines for critical and hard-to-fill roles
  • Track and report recruiting metrics including time-to-fill, cost-per-hire, and source effectiveness

Requirements

  • Bachelor’s degree in Human Resources, Business, or a related field
  • 5–10+ years of HR experience, including time in a manufacturing or industrial environment
  • Strong knowledge of employment law and HR best practices
  • Experience supporting a shift-based, high-volume workforce
  • Strong leadership and influencing abilities
  • Excellent communication and interpersonal skills
  • Problem-solving and conflict resolution capabilities
  • High resilience and ability to work in a fast-paced environment
  • Data-driven mindset with strong analytical skills
  • Hands-on, pragmatic approach with a solid shop-floor presence
