Recruiter/Workforce Development Coordinator
Job Description
Located onsite in Altoona, Pennsylvania, Leonard S. Fiore, Inc. is seeking a Recruiter/Workforce Development Coordinator to attract, hire, and retain talent across field and office operations. This role supports workforce growth initiatives and helps build a strong, engaged team while aligning recruiting activities with the company’s goals. The position offers a salary range of USD 55,000 to 65,000 per year and requires a bachelor's degree plus two years of recruiting experience.
Responsibilities
- Develop and execute proactive recruiting strategies to attract candidates for field and office roles.
- Manage full-cycle recruiting, including sourcing, screening, interviewing, reference checks, offers, and onboarding.
- Source candidates via social media, job boards, industry networks, trade schools, career fairs, referrals, and community outreach.
- Build and maintain a robust candidate pipeline to meet current and future workforce needs.
- Partner with hiring managers to understand staffing needs and provide recruitment guidance throughout the process.
- Coordinate interviews and maintain a positive candidate experience; act as the primary contact for employment, benefits, and policy inquiries while ensuring timely follow-up.
- Maintain accurate candidate records and reporting within the ATS.
- Collaborate with Marketing to strengthen recruitment advertising, employer branding, and workforce development through events and outreach.
- Track and report recruiting metrics such as time-to-fill, source effectiveness, and hiring trends.
- Support onboarding, employee engagement, retention initiatives, and recognition programs.
- Coordinate field trades staff performance evaluations, ensuring timely completion and managerial support.
- Assist with workforce planning and stay informed on recruiting trends and labor market conditions.
- Ensure compliance with employment laws, regulations, and company policies while supporting HR projects as assigned.
Requirements
- Bachelor’s degree in Human Resources, Business Administration, Marketing Communications, or related field; equivalent experience considered.
- Minimum of two years of recruiting experience.
- Experience with full-cycle recruiting, including sourcing, interviewing, and onboarding.
- Experience using Applicant Tracking Systems (ATS) and recruitment marketing platforms.
- Knowledge of employment laws, recruiting best practices, and talent acquisition strategies.
- Strong interpersonal, communication, and relationship-building skills.
- Ability to communicate effectively with candidates, hiring managers, field leadership, and staff at all levels.
- Highly organized with strong attention to detail and time management.
- Ability to manage multiple priorities in a fast-paced environment.
- Proficiency in Microsoft Office Suite and other HR-related systems.
- Experience recruiting within the commercial construction industry is strongly preferred.
- SHRM-CP, PHR, or equivalent HR certification preferred.
