Job Description
The Oregon Department of Human Services Office of Human Resources seeks a Senior Human Resources Business Partner to navigate labor and employment matters within a union-influenced environment. This role blends strategic guidance for managers with hands-on investigations, contract interpretation, and policy interpretation, all while supporting a collaborative HR community in a hybrid Salem-based setting.
Compensation and Location
- Location: Salem, Oregon, hybrid work arrangement
- Salary: USD 6,507 - 9,604 per month
- Employment type: Permanent, full-time; Management Service, Non-Supervisory; not represented by a union
Responsibilities
- Collaborate with union stewards, representatives, managers, and staff to address workplace issues, identify common interests, and broker solutions.
- Partner with labor and management to prevent or resolve disputes related to contract interpretation and other workplace concerns.
- Offer consultation and technical guidance to managers on interpreting and applying collective bargaining agreements, policies, and procedures.
- Work with the HR team to foster a healthy and effective HR community.
- Coach and advise managers to bolster leadership capabilities, tackle workforce challenges, and enhance team effectiveness.
- Consult with employees and managers on professional development, workplace concerns, and broader organizational and people-related issues.
- Conduct workplace investigations, gather evidence, interview witnesses, coordinate with HR leadership, recommend discipline when appropriate, and prepare comprehensive reports.
- Educate and guide managers on performance management best practices.
- Analyze management and compensation concepts for potential inclusion in bargaining proposals.
- Research and analyze changes to laws, rules, policies, collective bargaining agreements, and past practices; update agency policies and inform management of revisions.
- Assist managers with reasonable accommodations in accordance with the ADA.
- Coordinate with the Department of Risk Management or the Department of Justice on records requests and participate in arbitration, ERB hearings, or court proceedings as needed.
Requirements
- Bachelor's degree in Human Resource Management, Organizational Behavior or Development, Business or Public Administration, the Applied Behavioral Sciences, Industrial Relations, or a related field, plus three (3) years of professional-level HR experience related to the position.
- OR Valid Professional in Human Resources (PHR) certification from the HR Certification Institute, and four (4) years HR professional-level experience.
- OR Six (6) years HR experience related to the position, with four (4) years at the professional level.
- A master's degree in one of the listed fields may substitute for one (1) year of professional-level experience.
- The State Certified Human Resources Professional (SCHRP) certification substitutes for six (6) months of HR professional-level experience.
- SHRM Certified Professional (SHRM-CP) certification substitutes for one (1) year of HR experience.
- PSHRA-CP certification from the Public Sector HR Association substitutes for one (1) year of professional HR experience.
Essential Attributes
- Experience interpreting and applying collective bargaining agreements, policies, and procedures across diverse workplace scenarios.
- Experience conducting workplace investigations involving employment matters, including discrimination and harassment complaints.
- Experience gathering and analyzing information, developing solutions to workforce issues, and communicating complex concepts clearly in writing and speaking.
- Experience coaching and consulting on HR topics such as discipline, development, and conflict resolution.
- Commitment to Diversity, Equity, and Inclusion and ongoing professional development to support cultural competency.
- Experience navigating ADA requirements and facilitating the interactive process.
- Experience developing and delivering training on a range of HR topics.

Working Conditions
- Remote or hybrid work eligibility, with case-by-case approval for out-of-state remote work; remote work outside the 50 United States or DC is prohibited.
- 8:00 a.m.–5:00 p.m., Monday–Friday Pacific Time during training and the trial service period; schedule negotiable based on business needs thereafter.
- Exempt from overtime; may require additional hours during peak periods.
- Occasional travel, including annual in-person meetings in Salem; some travel expenses may not be reimbursable for remote workers.
