Job Description

This senior leadership role within the San Bernardino County Human Resources Department offers a strategic position to shape employee relations across the organization. Onsite in San Bernardino, CA, you will oversee the Employee Relations Division, guide HR business partners and staff, and influence labor relations practices. The compensation range is USD 58 to 83 per hour.

Responsibilities

  • Assist the division chief with managing and administering all functions and activities of the Employee Relations Division; contribute to strategic planning and provide direction regarding division practices and procedures.
  • Supervise, hire, train, discipline and evaluate the work of subordinate professional and support staff delivering personnel services to County departments on HR compliance, performance management, policy interpretation, training, leave administration, and classification and recruitment matters; implement workflow changes and develop standards for effectiveness.
  • Provide direction to subordinate staff regarding disciplinary actions, appropriate levels of discipline, and strategy and procedures for hearings; oversee the preparation of disciplinary notices; handle the most complex and sensitive cases due to conflicts; represent management in disciplinary hearings.
  • Review grievances to ensure timely resolution consistent with labor contract provisions; counsel and train department management on administering the Personnel Rules and related policies, regulations, supervisory techniques, trends, and related areas of human resources.
  • Conduct research and analysis on organizational issues and provide actionable recommendations to departments.
  • Assist the division chief with administering the division budget and recommending budget adjustments as needed; assist with policy development and legislative analysis; represent the division before committees, hearing officers, and other decision-making or public interest groups; conduct special studies and projects as requested by leadership.
  • May serve as the chief negotiator for issues that require a meet and confer; supervise and mentor human resources business partners on the bargaining process and meet and confer issues; represent Human Resources before the Civil Service Commission.

Requirements

  • Education: A Bachelor's Degree in human resources management, industrial relations, organizational psychology, public or business administration, or another relevant field.
  • Experience: Minimum two years of experience, with 30 months of recent public sector or 36 months of recent private sector advanced professional level HR experience performing employee and/or labor relations activities in a large organization with multiple employee representation units; primary experience must include advising and counseling management on employee and labor relations issues, MOU administration, and handling disciplinary actions in a unionized environment. Recent experience means at least one year within the last five years.
  • Travel: Travel throughout the County is required. You must arrange transportation and may use a personal vehicle with mileage reimbursement available.
  • Background: Candidates must pass a background investigation and a medical examination including drug screening.
  • Sponsorship: San Bernardino County is not able to consider visa sponsorship at the time of application or in the future.
