As the Supervisory Human Resources Specialist (Employee and Labor Relations) at the Architect of the Capitol, you provide strategic and tactical leadership for the agency's employee and labor relations program, serving as the principal contract negotiator and policy lead on employee relations.

Responsibilities
- Provide strategic and tactical leadership of the Architect of the Capitol’s employee and labor relations program.
- Develop, implement, and administer progressive employee and labor relations programs.
- Oversee enterprise administration and performance management related to employee relations.
- Manage leave and absence processes, including FMLA.
- Handle labor relations activities and conduct disciplinary actions; address workplace violence and grievances.
- Serve as the principal contract negotiator and provide labor relations advisory services to interactions with labor organizations representing AOC employees in a bargaining unit.
- Provide leadership, administrative, managerial, and technical supervision for day-to-day employee and labor relations programs.
- Act as the technical authority on employee and labor relations programs and functions.
- Develop new policies, plans, guidelines, and procedures to meet strategic goals or evolving operational needs.
- Lead union-management contract negotiations resulting in labor agreements or timely renewals in alignment with management objectives and federal labor relations regulations.
- Design programmatic initiatives addressing performance, conduct, discipline, grievances, attendance, and related issues.
- Evaluate program effectiveness, identify deficiencies, and propose solutions to achieve agency objectives.
- Direct data collection and analysis to inform decision making; provide counsel to agency leaders, collaborate with agency counsel, obtain legal opinions, and prepare position papers in support of goals and objectives.
