Job Description
Join Montgomery County in Dayton, Ohio, onsite, as a Talent Acquisition Partner. Responsibilities
- Under the direction of the Talent Acquisition Manager and HR representative (lead recruiter), assist in the recruitment process to ensure forms, processes, selections and placements are accurate, complete, and in compliance with department regulations.
- Serve as the main point of contact throughout the entire recruiting cycle.
- Efficiently and effectively fill open positions.
- Establish recruiting requirements by studying organizational plans and objectives, meeting with managers to discuss needs, timelines, strategy, sourcing plans, and appropriate job descriptions.
- Remove barriers in job requirements to ensure opportunities for diverse populations.
- Prepare open position postings and advertisements.
- Post job openings on appropriate job boards, social media, corporate career sites, and other channels, considering cost and return on investment.
- Conduct candidate screenings and work with department hiring managers to select candidates for assessments and interviews.
- Oversee the interview process, ensuring a positive candidate experience from first interview to final negotiation and close.
- Determine qualifications by interviewing applicants, analyzing responses, verifying references, and comparing qualifications to job requirements.
- Complete hiring recommendations and provide pay offer recommendations.
- Complete background checks, physicals, and drug screens as required for the position.
- Determine necessary approval or denial for final hire eligibility and appropriate pay.
- Issue Adverse Action letters as needed and required.
- Utilize Montgomery County’s Applicant Tracking System to track progress and activity.
- Inform candidates of the County’s decision and answer questions about positions, procedures, and benefits.
- Create reports and track the hiring process across departments.
- Complete all activities required throughout the full-cycle recruitment and coordinate all hiring functions after recruitment ends to ensure timely processing on the BCC Personnel Action report.
- May provide oversight to lower level HR personnel in carrying out administrative recruitment functions.
- Promote County employment by serving as an ambassador, highlighting benefits and career opportunities while selling the county as the employer of choice in the region.
- Identify, coordinate and attend recruitment-related events; develop and maintain relationships with universities and external partners to expand candidate pools.
- Respond to general emails and phone inquiries regarding open positions.
- Follow up with managers to determine the effectiveness of recruiting plans and implementation.
- Prevent legal challenges by understanding legislation and enforcing policies, procedures, union contracts, and recommending new procedures that protect the County.
- Update job knowledge by participating in educational opportunities and professional networks and organizations.
- Assist other team members when workload varies and mentor new employees as required.
- Follow all County policies and procedures.
