Apprenticeship Recruiter & Outreach Specialist
Job Description
The Apprenticeship Outreach and Recruitement Specialist collaborates with WECA’s Workforce Development Team to raise awareness of WECA’s Apprenticeship programs by partnering with school districts, civic associations, minority resource centers, and other community-based organizations.
Responsibilities
- Oversee the apprenticeship application workflow, including candidate sourcing, qualification screening, and administering basic skills and aptitude assessments.
- Schedule interviews and conduct apprenticeship orientations across all WECA locations.
- Manage affirmative action programs and develop EEO policies related to apprenticeship and workforce development activities.
- Track and assess compliance with equal opportunity laws and policies to ensure fair employment and contractual practices regardless of race, religion, color, national origin, sex, age, or disability.
- Provide guidance, support, and training for interview participants on recruitment and selection processes.
- Develop and update recruitment procedures and interview instructions for participants and stakeholders.
- Serve as a resource on the application and interview process and deliver related training.
- Collaborate with contractors and partner agencies to address workforce needs and recruitment efforts.
- Engage job counselors to explain program benefits and opportunities.
- Represent WECA at job fairs, outreach events, and other special activities to inform prospective students and contractor members.
- Create and maintain a comprehensive project plan that includes recruiting events and milestones.
- Develop and sustain relationships with groups such as VA, EDD, BIA, NAWIC, and other partners.
- Produce performance reports on promotional efforts as requested.
- Collaborate with contractors to brainstorm ideas addressing short and long-term workforce needs.
- Demonstrate knowledge of Apprenticeship Rules, Regulations, and Standards for all programs.
- Draft correspondence as needed and coordinate with staff on apprenticeship requirements and disciplinary prevention measures.
- Contribute to the Operations Team and assist with projects and customer service tasks as required.
- Respond to client inquiries promptly, aiming for ASAP response and within 24 business hours.
- Demonstrate effective communication and interpersonal skills for needs assessments, candidate selection input, and problem solving in both group and one-on-one settings.
- Lead or contribute as a team member across departments to meet recruitment goals.
- Listen attentively to customers and respond positively to their requests.
- Adapt to shifting assignments and multiple priorities without compromising quality.
- Manage multiple tasks and consistently meet deadlines while maintaining a professional image.
- Analyze complex information and develop actionable recommendations.
- Proficiently use Microsoft Office (Word, Excel, Outlook, Publisher) and standard office equipment.
- Note that this role requires evening and weekend availability beyond typical 9 am–5 pm hours.
- Travel across California, Arizona, and Utah, with an estimated 75% travel requirement.
- Maintain normal automobile insurability and a valid driver’s license; travel expenses are reimbursed and the role may require use of a personal vehicle.
- Prior experience or knowledge of the electrical field is advantageous.
- Knowledge of recruitment, screening, interviewing, referrals, and employment law is beneficial.

- Ability to travel extensively within California, Arizona, and Utah (approximately 75%).
- Valid driver’s license and normal auto insurability; business travel is reimbursed.
- Willingness to use a personal vehicle for work-related travel.
- Prior electrical field knowledge is a plus, as is familiarity with recruitment, screening, interviewing, and referral processes and employment law.
