Bilingual Human Resources and Payroll Manager
Job Description
On-site in Ontario, California, DCL Logistics is seeking a bilingual HR and Payroll Manager to oversee payroll processing, benefits administration, HRIS data integrity, and related accounting activities. This full-time role blends people operations leadership with financial discipline, collaborating closely with the accounting team to ensure accurate payroll and regulatory compliance.
Responsibilities
- Lead end-to-end payroll processing using Paycom to ensure timely, accurate payments for all employees and interns.
- Manage benefits administration, including enrollment changes and compliance with applicable regulations.
- Maintain and update HRIS records to guarantee data accuracy and security.
- Perform payroll-related account reconciliations and financial analysis using QuickBooks or ERP systems such as Paycom.
- Generate journal entries for payroll transactions, reconcile the general ledger, and produce financial reports in line with double-entry bookkeeping.
- Collaborate with the accounting team on accounts payable/receivable processes tied to payroll costs and benefits payments.
- Ensure tax compliance by handling filings, reporting requirements, and audit preparations related to payroll and employee benefits.
- Support HR functions including recruitment coordination, onboarding, employee relations, and policy enforcement.
- Conduct data entry with high accuracy using 10-key typing while safeguarding confidential information.
- Analyze payroll data to identify discrepancies and opportunities for process improvements; prepare reports for management review.
- Maintain documentation of all payroll activities, benefit plans, employee records, and audit trails in line with organizational policies.
Requirements
- Proven experience managing Paycom payroll systems; familiarity with HRIS platforms is essential.
- Strong knowledge of payroll management practices with a solid understanding of accounting principles, including general ledger accounting, journal entries, debits & credits, and account reconciliation.
- Proficiency in QuickBooks and experience with payroll processing and benefits administration.
- Familiarity with governmental reporting requirements and tax regulations affecting payroll and employee benefits.
- Demonstrated ability to perform detailed data entry accurately under tight deadlines using 10-key typing skills.
- Excellent analytical abilities to interpret financial data and recommend process improvements.
- Background in HR functions such as recruitment support, onboarding, benefits administration, and policy enforcement.
- Strong organizational skills to manage multiple priorities with meticulous attention to detail.
- Effective communication to collaborate across departments and support team members confidently.
