This Department of Human Resources role supports pre-hire processes and provides guidance to management within a centralized human resources perspective. The position emphasizes accuracy, clear communication, and effective problem-solving while ensuring compliance with applicable human resources laws and policies.

Role Summary

The Human Resource Advisor I provides pre-hire guidance to management, supports salary compliance, responds to inquiries, and completes pre-employment appointment and documentation tasks. The role also includes advising employees and management based on findings, rules, regulations, policies, guidelines, and precedents relevant to assigned human resources areas.

Key Responsibilities

  • Provide pre-hire guidance to management.
  • Determine salary to ensure compliance with policies and regulations.
  • Monitor and respond to inquiries received through a resource mailbox.
  • Create and maintain spreadsheets.
  • Complete appointment (offer) notices.
  • Process documentation for pre-employment checks.
  • Provide guidance, direction, and recommendations to employees, management, and others based on findings and applicable requirements.
  • Apply and help ensure compliance with state and federal human resource laws, rules, regulations, standards, policies, and procedures.
  • Analyze inquiries, needs, and challenges; assess organizational impact; evaluate options; and make recommendations.
  • Explain and support human resource related actions and recommendations.
  • Report workplace risk management issues to leadership, including safety and health concerns.
  • Research, collect, analyze, and evaluate data from multiple sources, documenting results in narrative and statistical reports.
  • Use automated human resources information systems or other computerized systems to research and report data; may perform quality reviews of data in systems.
  • Conduct special assignments and studies.
  • Participate in interviews, meetings, conference calls, and/or presentations.
  • May calculate, resolve discrepancies, and report data for an agency’s payroll.

Education and Experience Requirements

  • Education: Bachelor’s degree or higher.
  • Experience: One year of professional human resource experience.
  • Additional experience: Two years’ experience performing paraprofessional or administrative support work for a human resource function.
  • Substitution: A Statewide Human Resource Certification or professional human resource certification may substitute for one year of experience.
  • Work authorization: Applicants must be legally authorized to work in the United States.

Casual/Seasonal Benefits Information

This is a Casual/Seasonal position and is non-pension eligible. It does not include healthcare and/or other benefits.

Conditions of Hire

  • Applicants must be legally authorized to work in the United States.
  • The State of Delaware Executive Branch participates in the Federal E-Verify system. The State will provide federal government with each new hire’s Form I-9 information to confirm authorization to work in the U.S.
  • New hires are required to report to the Statewide New Employee Orientation (SNEO) on their first day of employment. Sessions are held at designated locations in Kent or New Castle County.

Selection Process
