Human Resource Analyst
Job Description
The HR Analyst role with the Department of Corrections Central Administration is based onsite in Chesapeake, VA, and oversees HR transactions, payroll and systems maintenance, leave and benefits administration, workers' compensation, and performance management at Indian Creek Correctional Center. Salary range: USD 52,493 to 77,385 per year.
Responsibilities
- Process HR transactions and document actions in line with DHRM guidance and agency policies.
- Create and maintain active and inactive HR files for all agency staff.
- Enter written notices into HR systems and handle employment verification requests.
- Input data into VRS Navigator as required; verify accuracy and resolve issues with HR staff.
- Ensure policies, procedures, and structures meet needs and are clearly communicated.
- Enter Cardinal and VNAV data accurately and in a timely manner.
- Verify data accuracy and consult with HR staff to address errors.
- Submit HR documents to DHRM and Payroll and verify accuracy by monitoring turnaround forms and payroll registers.
- Prepare payroll support materials and forward them to the payroll office.
- Maintain organized HR files and ensure timely filing and transfer of materials.
- Record written notices into Cardinal as required by policy.
- Respond to requests for employment verification from concerned parties.
- Utilize E-Verify to confirm eligibility of new hires in the United States.
- Conduct VCIN and DMV record checks as part of screening.
- Review monthly VRS Navigator documentation for accuracy.
- Serve as Agency Leave Coordinator and DOCXL Administrator.
- Monitor and track time for FMLA, VSDP, and LWOP, both conditional and unconditional.
- Coordinate workers' compensation time issues and related administrative tasks.
- Maintain audit readiness and ensure policy adherence across work methods.
- Ensure staff accountability and participate in orientation to explain benefits and policies.
- Secure appropriate forms and provide guidance on completing employee program forms.
- Provide information on benefits programs including RS, Life Insurance, Optional Life Insurance, Flexible Benefits, ICMA, Health, and Credit Union.
- Process benefits forms in line with program requirements or state policy.
- Attend DHRM, VRS, and related benefits conferences and trainings.
- Resolve issues related to health care programs and DHRM health care agencies.
- Enter data into BES and notify employees of enrollment periods.
- Review timekeeping sheets for compliance with VSDP, workers' compensation, and military leave.
- Conduct timekeeping audits and coordinate with timekeepers to resolve discrepancies.
- Report hires and terminations to the Payroll Unit, Business Office, and Operations Officer for processing.
- Complete timekeeping audits to ensure accuracy and consistency with FLSA and DOC procedures; prepare check sheets and discuss findings with Department Heads.
- Serve as Commonhealth Coordinator and support the Institutional Safety Program; act as HRO in absence.
- Serve as CVC Coordinator and participate in safety committee activities; cover HRO duties when needed.
- Engage with supervisors, follow up on coaching, and support performance development; handle additional duties to ensure smooth operations.
Requirements
- Extensive knowledge of generalist HR functions, including leave administration, complex payroll, employee benefits, and workers' compensation.
- Working knowledge of Federal and State HR laws, policies, and procedures.
- Ability to analyze, interpret, and apply HR policies and to consult with management and employees.
- Proficiency in HRIS systems (for example PageUp, Cardinal, BES) for data entry and reporting.
- Effective oral and written communication and strong interpersonal skills.
- Advanced knowledge in HR or a related field, or equivalent applicable experience or training.
- Professional Human Resources certification.
