Human Resource Analyst 3, Senior HR Business Partner
Job Description
The Oregon Department of Corrections is hiring a Human Resource Analyst 3, Senior HR Business Partner for a hybrid position based at Snake River Correctional Institution (SRCI) in Ontario, Oregon. In this role, you will manage employee relations services and associated HR processes and partner with department line managers to strengthen hiring, performance, and workplace outcomes.
Working with multiple stakeholders across institutions and divisions, you will provide consultation and coaching grounded in state laws, agency policies, collective bargaining agreements, and federal employment requirements. This position also involves collaborating across parties during employee relations matters and protected leave scenarios.
Key Responsibilities
- Provide and manage employee relations services and processes for one or more institutions or divisions.
- Consult and coach department line managers on hiring, placement, investigations, discipline, and performance management, equipping teams with practical tools, processes, and people practices.
- Engage with employees, management, labor unions, and other stakeholders, coordinating between multiple parties.
- Apply state laws and policies, collective bargaining agreements, and federal acts including FMLA, ADA, and FLSA.
Minimum Qualifications
- Valid driver’s license or acceptable alternate means of transportation.
- Meets one of the following minimum qualification pathways:
- Master’s degree in a relevant field (Human Resource Management, Organizational Behavior or Development, Business or Public Administration, Applied Behavioral Sciences, Industrial Relations, or a job-related course of study determined by the appointing authority) and 2 years of human resource professional-level experience related to the position.
- Bachelor’s degree in a relevant field (as listed above) and 3 years of human resource professional-level experience related to the position.
- 6 years of human resource experience related to the position, with 4 years at the professional level.
- Valid SHRM Certified Professional (SHRM-CP) certification and at least 5 years of related human resources experience, with 3 years at the professional level.
- Valid PSHRA-CP (Public Sector HR Association – Certified Professional) certification and at least 5 years of related human resources experience, with 3 years at the professional level.
- SCHRP certification (State Certified Human Resources Professional) awarded by the Oregon Chief Human Resources Office, substituting for 6 months of professional-level experience.
Requested Skills
- Experience interpreting, explaining, and applying Oregon rules, statutes, and policies, along with federal laws and programs related to employment and human resources.
- Experience advising managers on performance management and corrective actions, including documenting outcomes.
- Experience conducting personnel investigations.
- Experience handling complex protected leave events (for example, FMLA and Workers’ Compensation).
- Experience with ADA accommodations.
- Ability to work independently, prioritize workload, and follow up.
- Ability to communicate confidently and effectively, verbally and in writing, with a diverse set of stakeholders.
- Ability to maintain professional relationships, including when delivering uncomfortable, negative, or disciplinary information.

Compensation and Schedule
- Salary range: USD 6,507 - 9,604 per month.
- Location: Ontario, OR (hybrid).
- After initial training, the selected employee may work a hybrid schedule of in-office and remote work.
- Onboarding and training period includes an onsite expectation of five days per week for at least the first six months.
- Some travel between institutions and administrative offices may be required, including occasional overnight travel.
Work Location and Safety Requirements
- Routine, direct contact with Adults in Custody (AIC) is required.
- Work may be performed inside a secure correctional facility and must incorporate practices to support safety for staff and AICs.
- Work requires constant alertness and unarmed duties in the midst of AICs.
- The role includes support responsibilities during periods of unrest and is subject to callback in emergencies or work stoppages.
- Possible encounters with abusive and/or hostile AICs involve the risk of physical injury.
- Regularly entering a correctional institution/prison is required.

- Must pass a Criminal Justice Information Systems (CJIS) fingerprint-based background check and maintain CJIS eligibility (CJIS clearance is completed at the conditional job offer stage).
- Must comply with the Federal Prison Rape Elimination Act (PREA) 42 U.S.C. 1997.
- Under PREA, the Oregon Department of Corrections may not hire, promote, or contract with individuals who have engaged in, been convicted of, or been civilly or administratively adjudicated for sexual abuse in confinement settings with direct resident contact.

Selection Process Overview
