Human Resource Business Partner (SDA)
Job Description
King County Metro seeks an experienced Human Resources Business Partner for a Special Duty Assignment (SDA) lasting up to one year to partner with agency leaders and drive people practices, policies, and change initiatives in a large, unionized environment.
Responsibilities
- Serve as the primary contact for managers and employees on HR matters, routing technical inquiries to the Employee Services team as appropriate.
- Coach managers to resolve employee issues and develop employee centered programs aligned with Metro values.
- Act as a trusted advisor and strategic partner to Metro Transit's divisions, collaborating with leadership to align talent strategy with business goals and foster a diverse, inclusive, community oriented workplace.
- Assess divisional needs and collaborate to implement HR solutions covering workforce management (including performance appraisals and reclassifications), succession planning, training, leadership development, employee engagement, and recognition.
- Support change management efforts and assist in developing and delivering change initiatives within the business.
- Guide managers through key employee relations topics such as career development, performance management, compensation, equity, inclusion, and belonging discussions.
- Review internal programs and policies for compliance with employment laws and organizational policies, recommending modifications as needed.
- Partner with the Employee Services team to improve work relationships, manage conflicts effectively, boost morale, and enhance productivity and retention.
- Support the adoption and mastery of leader standard work across Metro divisions.
- Coordinate with Employee Services to maintain consistent HR programs and practices across divisions.
- Facilitate group meetings on organizational development issues, delivering effective meeting design and consultation.
- Perform other related duties as assigned.

- Work Schedule: Exempt from the Fair Labor Standards Act; not eligible for overtime. Typically Monday through Friday, 40 hours per week; variations may occur based on work needs.
- Work Location: Hybrid position with main site at King Street Center, 201 S Jackson St., Seattle, WA 98104. Hybrid model with in office and telecommuting; currently minimum two days on site per week, planned to increase to three days by summer end. Remote to onsite ratio may change with business needs.
