Human Resource Specialist
Job Description
ASRC Federal Facilities Logistics supports federal staffing that requires speed, accuracy, and compliance. This Human Resource Specialist role manages an end-to-end talent acquisition lifecycle for a customer, with a clear focus on federal staffing regulations and expedited hiring authorities. The role is located in Washington DC (onsite).
Responsibilities
- Develop and post job announcements using Delegated Examining Unit (DEU) and Merit Promotion (MP) channels, managing submissions and workflow through USA Staffing and USA Jobs.
- Conduct job analysis reviews, perform applicant assessments, and adjudicate eligibility and qualifications.
- Apply Veterans’ Preference and ensure all hiring actions comply with OPM regulations and merit-system principles.
- Advise management on hiring flexibilities and special authorities to accelerate recruitment timelines, including Direct Hire, VRA, Schedule A, and Schedule B.
- Generate hiring certificates, process personnel actions, and track timelines across recruitment phases to prevent pipeline slowdowns.
- Use deep knowledge of DEU Certification to streamline candidate selection for specialized law enforcement roles.
Requirements
- Minimum: High School Diploma (HSD) or equivalent with 5 years of related experience, or a bachelor’s degree in a related field with 1 year of experience.
- Demonstrated experience with USA Staffing, USA Jobs, and OPM assessment tools.
- Strong understanding of Delegated Examining (DE) procedures and Schedule B Hiring Authority.
- Proven track record conducting job analyses and eligibility adjudications.
- Ability to provide clear, actionable guidance to hiring managers regarding workforce flexibilities and special hiring authorities.
- Federal government HR related experience required.
- Obtain and maintain the required security clearance or other authorization(s) within the timeframe specified by applicable contracts.
