Job Description
Bilingual Human Resources and Administration Manager responsible for building HR and Admin functions for a new US plant.
Responsibilities
- Develop HR policies, procedures, and systems from the ground up to support startup needs and future growth.
- Lead end-to-end recruitment for hourly and salaried roles, including postings, screening, interviews, and onboarding.
- Ensure full compliance with federal, state, and local employment laws (EEO, OSHA, FLSA, FMLA).
- Serve as the primary point of contact for employee inquiries, fostering a positive and productive work environment.
- Collaborate with external vendors or a PEO to process payroll and administer benefits (health insurance, 401(k), etc.).
- Identify training needs and implement programs for safety, leadership, and skills development.
- Act as a cross-cultural liaison between the US-based team and China headquarters to align goals and culture.
- Oversee all administrative functions for the office and facilities.
Requirements
- Bachelor's degree in Human Resources, Business Administration, or a related field.
- Minimum of 5 years of progressive HR generalist experience, preferably in manufacturing or industrial settings.
- Professional fluency in English and Mandarin Chinese.
- Experience working in a cross-cultural context, ideally with China-based parent companies.
- Strong knowledge of US federal and state employment laws.
- Experience with HRIS systems and payroll software.
- Demonstrated leadership, communication, and interpersonal skills.
- High integrity and discretion in handling confidential information.
- SHRM-CP or PHR certification is a strong plus.
