Job Description

Bilingual Human Resources and Administration Manager responsible for building HR and Admin functions for a new US plant.

Responsibilities

  • Develop HR policies, procedures, and systems from the ground up to support startup needs and future growth.
  • Lead end-to-end recruitment for hourly and salaried roles, including postings, screening, interviews, and onboarding.
  • Ensure full compliance with federal, state, and local employment laws (EEO, OSHA, FLSA, FMLA).
  • Serve as the primary point of contact for employee inquiries, fostering a positive and productive work environment.
  • Collaborate with external vendors or a PEO to process payroll and administer benefits (health insurance, 401(k), etc.).
  • Identify training needs and implement programs for safety, leadership, and skills development.
  • Act as a cross-cultural liaison between the US-based team and China headquarters to align goals and culture.
  • Oversee all administrative functions for the office and facilities.

Requirements

  • Bachelor's degree in Human Resources, Business Administration, or a related field.
  • Minimum of 5 years of progressive HR generalist experience, preferably in manufacturing or industrial settings.
  • Professional fluency in English and Mandarin Chinese.
  • Experience working in a cross-cultural context, ideally with China-based parent companies.
  • Strong knowledge of US federal and state employment laws.
  • Experience with HRIS systems and payroll software.
  • Demonstrated leadership, communication, and interpersonal skills.
  • High integrity and discretion in handling confidential information.
  • SHRM-CP or PHR certification is a strong plus.

  • USD 55,000 - 62,000 per year
