Human Resources Analyst II (Recruitment & Staffing)
Job Description
York County, VA is seeking a Human Resources Analyst II focused on recruitment and staffing to manage the full recruitment lifecycle onsite in Yorktown, VA, with a salary range of USD 62,423 to 75,000 per year.
Responsibilities
- Screen and refer applications for open positions and source qualified applicants.
- Oversee selections, onboarding, offboarding, orientation, retention initiatives, and staffing for County departments.
- Draft job vacancy advertisements and collaborate with departmental staff to address recruitment needs.
- Update and maintain recruitment information on the county employment site.
- Coordinate workflows and assignments with administrative personnel.
- Receive, review, and process requests to fill vacancies.
- Create vacancy advertisements and post to internal and external recruiting platforms.
- Stay informed about County positions, duties, and requirements to support recruitment strategy.
- Review hiring authority selections to ensure compliance with requirements and sound employment practices.
- Serve as the primary administrator for the online recruitment system and expert user.
- Create and maintain class specifications used by hiring managers for recruiting.
- Develop exam plans for advertisements and assist departments with supplemental questions and scoring plans.
- Enter supplemental questions into the system, run auto scoring when available, and place candidates on eligible and referred lists.
- Send email notifications to applicants regarding non-selection.
- Archive exam plans and candidate lists once positions are filled.
- Assist applicants with the application process and answer questions about the online recruiting and hiring process.
- Generate and review reports from the recruitment system data; maintain definition tables and training materials.
- Attend regular user meetings and submit technical service requests to resolve system issues.
- Review onboarding materials with new employees and conduct new hire orientations explaining policies, procedures, and benefits.
- Assist with completing forms and respond to benefits questions, including medical and dental, VRS, deferred compensation, life insurance, and direct deposit.
- Prepare letters such as offers, promotions, separations, and retirement notices, as well as personnel action memorandums.
- Process pay changes including promotions and temporary salary increases.
- Plan and coordinate the County’s annual job fair, collaborating with departments to participate and recruit new hires.
- Represent the County at external job fairs to recruit qualified candidates.
- Utilize the Munis HRIS to complete personnel actions, such as onboarding, status and pay changes, and separations; assist with report creation as needed.
Requirements
- Bachelor’s degree in human resources administration, business, public administration, or a closely related field, with 3 to 5 years of experience, or an equivalent mix of education and experience.
- Valid Virginia driver’s license.
- Successful completion of pre-employment checks, including criminal history, background, and DMV record checks.

- Ability to adapt to change and learn multiple software programs.
