Job Description

The State of South Carolina is seeking an on-site HR Operations Coordinator in Blythewood to support PARs, data integrity, SCEIS processing, payroll reporting, benefits coordination and related administrative duties.

Responsibilities

  • Receive, stamp, distribute and track incoming PARs and HR mail as appropriate.
  • Review and process actions submitted through OnBase.
  • Maintain HR Operations logs including separations, personnel logs, and the database using SCEIS and personnel records/files.
  • Assist in resolving data integrity issues and perform research to ensure log and PAR accuracy.
  • Provide status updates and approvals communications upon request.
  • Assist with CALEA data collections, proofs and reporting.
  • Back up creating department purchases, shopping carts and approving goods receipts.
  • Complete employment verifications, dual employment requests and student loan forgiveness documents.
  • Monitor and process requests in the OHR Payroll Mailbox; back up the Position Description Mailbox.
  • Receive and disseminate incoming department mail.
  • Create and communicate salary change notices for civilian positions.
  • Process and communicate wage garnishments.
  • Enter payroll, time/leave, personnel and organizational management transactions into SCEIS as requested.
  • Ensure employee records are current by processing status changes for Direct Deposit, Work Schedule Rules, W4 changes and address changes in SCEIS.
  • Assist with resolving data integrity issues and conduct research to ensure data accuracy.
  • Serve as backup for data entry for Organizational Management and Personnel Actions in SCEIS.
  • Enter and maintain benefits-related infotypes and data in SCEIS.
  • Ensure all PARs and SCEIS transactions are entered correctly.
  • Determine adjusted service dates for employees with prior state service.
  • Assist with semi-monthly payroll by generating and disseminating semi-monthly payroll reports to time administrators and supervisors, including LWOP, Comp Time, Holiday Comp and Overtime reports.
  • Generate payroll simulations for PARs to verify pay accuracy.
  • Provide records for audits, inquiries and analysis to the HR team.
  • Offer consultation to the HR team on personnel transactions and verify accuracy against pertinent reports.
  • Back up LWOP reconciliation.
  • Review and reconcile the payroll actions report with the personnel log and verify SCEIS actions.
  • Review each PAR with no salary impact for entry in SCEIS using the PAR checklist.
  • Organize and maintain the PAR filing system and PAR retention process.
  • Provide backup assistance to the agency Benefits Coordinator for employee insurance benefits and retirement information.
  • Support during open and annual enrollment.
  • In the absence of the Benefits Coordinator, conduct new hire orientation.
  • Maintain Electronic Employer Services (EES) and Employee Benefits Services (EBS) and process all benefits changes and paperwork for new hires, separations, open enrollment and qualifying events.
  • Assist with coordinating wellness activities and events.
  • Support the department modernization project and other duties as assigned.

Requirements

  • Knowledge of federal and state HR rules, regulations, policies and procedures.
  • Excellent written and verbal communication skills.
  • Ability to interpret and apply complex policies and procedures.
  • Ability to gather, organize and analyze data.
  • Knowledge of modern office practices, procedures and equipment.
  • Ability to perform basic mathematical computations.
  • Ability to establish and maintain good working relationships with staff and the public.
  • Ability to communicate effectively.
  • Knowledge of the State’s SCEIS system.
  • Experience with Microsoft Office Suite, with strong Excel skills.
  • Exceptional written and oral communication skills.
  • Knowledge of HR management principles and practices.
  • Knowledge of federal and state HR laws and regulations.
  • Ability to establish and maintain effective relationships with a wide range of people.
  • Skill in interviewing, information gathering and investigations.
  • A bachelor’s degree and relevant experience, or an equivalent combination of education and experience.

  • Position may be required to report to work during emergency situations.
  • Must be able to work in a fast-paced office environment.
  • Prolonged periods at a computer terminal required.
