Human Resources (HR) Workforce Program Analyst - Navy Undersea Warfare
Job Description
Serco North America is seeking an HR Workforce Program Analyst to provide technical and programmatic support to U.S. Navy Team Submarine Program Offices. In this onsite role at the Washington Navy Yard in Washington, DC, you will connect HR data analytics with process improvement using SharePoint and Microsoft 365 capabilities, supporting staffing and workforce planning efforts across program teams.
Role overview
As an HR Analytics Specialist, you will extract and analyze HR data, maintain SharePoint-based analytics environments, and build automated workflows, dashboards, and reports. You will help translate personnel requirements into manpower analysis and cost modeling, while improving data quality and the user experience of internal HR SharePoint pages.
Key responsibilities
- Provide input to program analysis to determine the manpower resources needed to meet program requirements.
- Use modeling and analytic skills to estimate the costs associated with required resources.
- Review personnel requirements and capabilities to optimize workforce alignment and mission support.
- Update, restructure, and clean up SharePoint lists, document libraries, and metadata columns that support HR processes.
- Design and build new SharePoint lists, custom views, and user forms to capture HR data efficiently.
- Manage and audit user permissions, group access, and SharePoint Online security settings to maintain confidentiality for sensitive HR data.
- Improve the UI and UX of internal HR SharePoint pages for day-to-day usability.
- Design, build, and troubleshoot automated workflows and SharePoint list solutions using Microsoft Power Automate (Microsoft Flow) to support HR staffing teams in tracking workload.
- Set up automated email alerts, approval flows, and status updates linked to SharePoint lists.
- Integrate SharePoint Online with other Microsoft 365 tools, including Teams, Power BI, Outlook, and Power Apps, to enable end-to-end automation.
- Extract, clean, and analyze complex HR datasets from multiple systems, including payroll, performance, recruiting, and demographics.
- Develop and maintain automated HR dashboards, reports, and KPIs using Power BI and Advanced Excel.
- Deliver insights and trends related to employee retention, turnover, headcount, and other critical HR metrics.
- Identify data quality issues within SharePoint and connected systems and implement corrective actions to sustain data integrity.
Requirements
- Active U.S. Department of War (DoW) Secret security clearance (required).
- Bachelor’s degree in business, technical field, or managerial discipline, or commensurate additional related experience.
- Minimum 2 years of experience in HR Analytics, HR Systems Administration (HRIS), Business Intelligence, or a closely related technical HR role.
- Advanced understanding of DoD and U.S. Navy mission, purpose, function, and organization.
- Significant experience related to U.S. Navy programs or operations.
- SharePoint development or Microsoft Power Apps experience.
- Advanced Microsoft Excel skills, including Pivot Tables, Power Query, VLOOKUP/XLOOKUP, index-matching, and data formatting.
- Professional experience building interactive reports and dashboards in Power BI.
- Strong understanding of the Microsoft 365 ecosystem (Teams, Power Apps, Forms, Outlook).
- Ability to travel 10%.

Compensation and location
- Location: Washington Navy Yard, DC (onsite)
- Salary: USD 78,073 - 130,122 per year
