Human Resources Manager
Job Description
The HR Manager leads day-to-day people operations for a regulated precision rifle manufacturing environment, owning payroll, benefits, recruiting, compliance, and employee relations for 100–120 non-union employees.
Responsibilities
- Process end-to-end payroll in Gusto with precise time capture, approvals, multi-rate and overtime calculations, deductions, garnishments, PTO accruals, tax filings, and GL reconciliation.
- Administer health, dental, vision, 401(k), and leave programs; manage open enrollment, life event changes, COBRA, and carrier coordination through Gusto.
- Lead full-cycle recruiting for hourly and salaried roles — sourcing, screening, interviews, offers, background checks, and onboarding to maintain staffing aligned with production demand.
- Serve as the first point of contact for employee questions, resolve conflicts, conduct investigations, manage disciplinary actions, and address performance issues; coach supervisors on fair and direct leadership.
- Maintain compliance with FLSA, FMLA, ADA, EEO, OSHA, workers’ compensation, and Utah labor law; oversee I-9 / E-Verify, ITAR screening support, and maintain audit-ready records.
- Administer onboarding and offboarding, develop job descriptions, maintain the employee handbook and policies, and ensure HRIS data integrity; deliver metrics on headcount, turnover, attendance, and time-to-fill.
- Partner with the COO/CFO and floor supervisors to translate workforce needs into staffing, training, and retention actions that protect throughput and quality.
Requirements
- Foundation: 5+ years of progressive HR generalist experience with direct, hands-on payroll administration.
- Gusto: Experience with Gusto is strongly preferred.
- Breadth: Demonstrated depth across benefits administration, full-cycle recruiting, employee relations, and HR compliance, with the ability to perform all four areas without a dedicated HR team.
- Compliance: Practical command of federal and Utah employment law (FLSA, FMLA, ADA, EEO, OSHA) and comfort operating in a regulated, security-sensitive environment.
- Systems: Proficiency with HRIS and payroll platforms, time-and-attendance systems, plus Microsoft 365 for clean people reporting.
- Environment: Manufacturing, industrial, or other hourly-workforce experience strongly preferred; ITAR or ATF-regulated exposure is a plus.
- Education: Bachelor’s degree in HR, business, or a related field; PHR or SHRM-CP certification welcomed.
