Job Description

The Human Resources, Payroll, and Benefits Specialist supports Summit Legal Aid by administering HR operations, benefits programs, and payroll processing under the supervision of the Finance Director and Executive Director. This hybrid role is based in Washington, PA with a target annual compensation between USD 50,000 and 70,000.

Responsibilities

  • Process and maintain payroll data in the system, including hourly rates, salaries, bonuses, hours worked, paid leave and holidays, deductions, tax withholdings, address changes, and related information.
  • Verify accurate processing of payroll deductions for taxes, benefits, and other withholdings.
  • Maintain records for the calculation, withholding, and remittance of federal, state, and local payroll taxes; update data and generate reports as needed.
  • Reconcile payroll with the general ledger.
  • Set up new hires in iSolved Payroll Systems.
  • Prepare employee communications related to payroll processing and benefits administration.
  • Administer health and welfare plans, including enrollments, changes, and terminations; process required documents through payroll and insurers to ensure accurate records and deductions.
  • Oversee time and attendance systems and leaves of absence requests.
  • Audit HR, payroll, benefits, and workers’ compensation data for accuracy; identify and resolve issues.
  • Create and maintain confidential, accurate employee and payroll records.
  • Generate ad hoc reports and file reports as needed.
  • Administer all employee benefit programs, including medical, dental, vision, 403(b), life and disability plans, workers’ compensation and COBRA; manage renewals, reporting, and communications.
  • Ensure consistent application of benefit policies and compliance with federal and state laws and regulations including FMLA, workers’ compensation, HIPAA, ADA, and ACA.
  • Coordinate onboarding and educate employees on benefits and enrollment provisions.
  • Reconcile benefit invoices.
  • Process all employee benefit plans, including new hire enrollments, changes, and terminations in iSolved Payroll Systems and other benefits platforms.
  • Assist with additional duties as directed by the Finance Director.
  • Support talent acquisition activities, including posting roles and facilitating the interview process.
  • Provide training to new staff on human resources rights and responsibilities.
  • Oversee compliance with general HR policies for both union and nonunion staff and management.
  • Respond to staff inquiries and provide ongoing guidance on rights and responsibilities.
  • Investigate potential HR policy violations and report in alignment with direction from the Executive or Finance Director.
  • Recommend and help draft updates to HR policies and procedures.
  • Assist with planning and executing organization-wide meetings, employee recognition events, retreats, and holiday parties.
  • Perform other duties as assigned by the Executive or Finance Director.

Requirements

  • Bachelor’s degree or an equivalent combination of education and experience
  • At least 2 years of payroll and HR administration experience
  • Excellent verbal and written communication skills
  • Strong interpersonal skills with the ability to handle sensitive situations with tact and professionalism
  • High ethical standards and strict confidentiality
  • Strong mathematical and problem-solving abilities
  • Meticulous attention to detail
  • Proficiency with Microsoft Office Suite or related software
  • Ability to learn payroll management systems and similar applications quickly
  • Ability to build and maintain effective working relationships
  • Ability to work independently and use sound judgment
  • Ability to be bonded
