Human Resources Recruiter
Job Description
This role supports recruitment and onboarding at OMNI FAMILY HEALTH by serving as the candidate-facing liaison during hiring while coordinating tools, scheduling, and process improvements.
Responsibilities
- Serve as primary point of contact for candidates across recruitment, onboarding, and employment.
- Partner with OFH department heads to determine staffing needs and support appropriate personnel recruitment.
- Coordinate with the hiring manager on recruitment approach and timing.
- Source candidates using OFH-provided resources, aligning hiring efforts to the organization’s vision and mission.
- Screen resumes to confirm minimum qualifications and support correct selection for interviews.
- Provide consistent, timely updates to hiring managers on recruitment progress.
- Maintain communication with hiring managers and OFH staff by providing a weekly Recruitment report and distributing it to the appropriate staff members.
- Develop and update recruitment tools and documentation to support interviews and confirm provider candidates meet expected criteria.
- Support continued recruitment by working with the hiring manager and the ESC of Chief over the recruitment area.
- Build internal informational tools and materials to support recruiting within the team.
- Represent OFH as an employer of choice by understanding the organization well enough to present it to candidates.
- Maintain understanding of services and programs across the healthcare system.
- Collaborate with the OFH Marketing department on consistent messaging and branding aligned with the overall marketing plan.
- Source candidates by participating in job fairs and recruitment events organized by healthcare groups.
- Coordinate and schedule interviews, including visit itineraries and the interview schedule for candidates.
- Create and use an assessment tool to support cultural and skill fit evaluation by the interview manager and recruiter.
- Review the full recruitment process to evaluate issues and concerns and support process effectiveness.
- Evaluate the local market package for similar organizations to support competitive recruiting.
- Update internal communication materials by maintaining a spreadsheet containing information on SharePoint.
- Coordinate offers using OFH tools and pay grade.
- Support candidate hiring by coordinating the candidate’s first day with OFH.
- Support smooth onboarding by partnering with the Talent Acquisition & Guidance (TAG) Group on process improvement.
- Collaborate with and support HR and the broader team, including potential direct assistance with onboarding and hiring.
- Perform other supervisor-directed duties, in verbal or written form.
- Participate in the weekly Credentialing/Recruitment meeting to support coordination across departments and areas.
- Provide updates to the team and organization on recruitment activities.
- Demonstrate commitment to community building by understanding area needs and identifying appropriate personnel for those areas.
- Potential occasional evenings and/or weekend(s).
- Potential travel to OFH locations outside the area and participation in job fairs across the continental United States.
Requirements
- High school diploma or equivalent required; Associates degree preferred.
- Minimum 2 years experience as a recruiter, including experience developing recruitment.
- 4+ years experience in human resources, marketing, public relations, or communications preferred.
- Knowledge of healthcare recruiting preferred.
- Ability to build and maintain effective relationships with candidates.
- Ability to communicate effectively with confidence, helpfulness, and honesty.
- Ability to multi-task and ensure projects, communications, and tasks meet expected deadlines.
- Skills in evaluating, addressing, and resolving complex issues and challenges.
- Ability to manage sensitive and confidential materials.
- Skills to recognize potentially problematic issues, understand ramifications, and solve for effective resolution.
- Knowledge of the geographic area served to guide providers and their families about the community and surrounding areas.
- Advanced knowledge of state and federal employment laws impacting recruitment and human resources.
- Excellent interpersonal, verbal, and written communication skills to consult and coordinate across leadership, providers, and departments.
- Ability to demonstrate negotiation skills, organization, and priority-setting.
- Skills in leading or coordinating projects, including timeline development, implementation, and evaluation.
- Ability to serve as a resource and provide guidance to others.
- Proficiency with Microsoft Office or similar products; knowledge of office procedures and computer software required.
- Excellent customer service, phone, and interpersonal skills.
- Ability to work independently in a fast-paced, multi-task environment with attention to detail, including auditing one’s own work.
- Ability to meet deadlines with strong time management and minimal supervision.

Additional Duties
- HIPAA compliance: maintain awareness of and comply with HIPAA regulations; treat member information confidentially.
- Compliance: ensure compliance with local, state, and federal regulations.
- QA/QI: participate in QA/QI activities and support organizational performance improvement.
- IT: learn and use the EHR/EOHR system and related components, including NextGen, PMS, QSI, and other features as applicable to the job environment.
- All employees participate in the Patient Centered Health Home Model at Omni Family Health.
Job Summary
- Coordinate recruitment and onboarding for new employees in accordance with OFH policies and procedures.
- Act as liaison between the organization, health center site, and candidate during the interview process.
- Educate candidates on OFH services, FQHCs, hiring and onboarding processes, mission and vision, and the communities served where the candidate will work.
- FLSA classification: Non-Exempt; reports and works under the direct supervision of the Human Resources Manager.
- Responsible to: Manager of Human Resources.
- Classification: Full Time Position, Non-Exempt.
Location and Compensation
- Location: Bakersfield, CA (onsite)
- Salary: USD 26 - 31 per hourly
