Human Resources Specialist
Job Description
The Human Resources Specialist at the Northern Arizona Council of Governments supports recruitment, onboarding, HRIS data management, compliance tracking, and employee support on site in Flagstaff, AZ. The role emphasizes accuracy, timeliness, and regulatory compliance, requiring at least two years of HR experience and an associate’s degree.
Responsibilities
- Manage end-to-end recruitment activities, including job postings, candidate communications, interview scheduling, and verification of education, employment history, and references.
- Maintain and monitor the applicant tracking system to ensure data integrity and that recruitment documentation is compliant and audit-ready.
- Prepare interview materials, evaluation rubrics, and required hiring documentation.
- Assist with offer preparation and the onboarding transition process.
- Ensure recruiting practices comply with federal, state, grant, and agency regulations.
- Oversee new hire documentation workflows, including I-9 processing, background checks, fingerprint clearance, and payroll setup.
- Track onboarding task completion and compliance requirements.
- Maintain digital and physical personnel records in line with retention schedules.
- Process personnel action forms and update HRIS promptly.
- Enter and audit employee data within the HRIS.
- Generate standard HR reports and support compliance tracking.
- Maintain training records and certification documentation.
- Assist in preparing for internal and external audits.
- Provide first-level responses to employee inquiries about benefits and leave.
- Support benefits enrollment and life-event changes.
- Track documentation for leave programs as directed.
- Assist with updating and formatting job descriptions.
- Assist in the development and coordination of training programs.
- Process exit paperwork and maintain separation documentation.
- Coordinate HR communications and workflow documentation.
- Provide administrative support to the HR department.
Requirements
- An Associate’s Degree in Human Resources, Public Administration, Business, or a related field, and two years of progressive HR experience; or an equivalent combination of education and experience.
- Criminal background check required.
- Fingerprint Clearance Card, Level I.
- Annual Motor Vehicle Record check.
- Proficiency with HRIS systems.
- Proficiency with Applicant Tracking Systems.
- Proficiency with Microsoft Office Suite.
