Job Description
At Maxwell AFB in Alabama, the U.S. Bureau of Prisons is seeking a Human Resources Specialist to support HR programs at a federal correctional facility. The role emphasizes staffing, employee relations, and advisory services to uphold security and assist with reentry initiatives, all on site. This position contributes to federal personnel operations within a high-security environment.
Responsibilities
- Assist in delivering and implementing HR programs at the facility.
- Support staffing efforts by identifying recruitment sources and methods.
- Take part in recruitment activities.
- Provide guidance to prospective applicants.
- Schedule and conduct interviews.
- Request certificates of eligibility for candidates.
- Prepare requests for security clearances.
- Manage the incentive awards program.
- Oversee the performance evaluation program.
- Oversee the leave administration program.
- Assist in maintaining the employee-management relations program to promote stable relations between management and staff.
- Offer advisory services to a broad range of employees.
- Advise timekeepers, employees, managers, and supervisors on leave regulations.
- Ensure institutional security; correctional duties take priority and are performed regularly.
Requirements
- U.S. citizenship is required.
- Registration with Selective Service is required.
- CTAP or ICTAP eligibility criteria apply for selection priority and required documentation.
- GL-07: One year of specialized experience equivalent to the next lower grade level.
- Ability to effectively prioritize tasks and assignments to avoid oversights.
- Knowledge of federal personnel principles, policies and procedures.
- Experience with responding to formal and informal HR inquiries.
- Proficiency in maintaining logs, reports and tracking systems to support an office workflow.
- GL-09: One year of specialized experience equivalent to the next lower grade level.
- Experience advising candidates on hiring practices and background security requirements for federal employment.
- Knowledge of the laws, regulations, principles, and practices of federal personnel programs such as staffing, performance management, classification, benefits and incentives.
- Ability to establish effective working relationships and to communicate with others, orally and in writing, including preparing and conducting formal and informal updates.
- Ability to effectively manage multiple responsibilities independently to prevent backlog of work.
- Combination of Education and Experience may be used to meet qualification requirements (GL-07 and GL-09).

Additional Information
- In accordance with 5 U.S.C. 3307, a maximum entry age of 36 is established for original appointment to a Bureau of Prisons institution. If you are above the maximum entry age and have prior federal law enforcement coverage, you MUST submit an SF-50 to verify prior coverage.
- Special Conditions of Employment: Appointment is subject to satisfactory completion of a pre-employment and panel interview, urinalysis, physical, and background investigation.
- All applicants are subject to, and must satisfactorily pass, screening related to NCIC and credit checks.
- All applicants not currently employed in an institution will be required to complete a qualification inquiry regarding convictions of misdemeanor crimes of domestic violence to be authorized to carry a firearm.
- Successful completion of the "Introduction to Correctional Techniques," a three-week training course at Glynco, Georgia, is required.
- Additional selections may be made if vacancies occur within the life of the certificate.
