Job Description

In Center, Texas, this onsite HR Specialist operates within a federal Bureau of Prisons correctional facility. The role supports the administration and implementation of human resources programs, assists with staffing and employee relations, provides advisory services, and upholds security responsibilities.

Responsibilities

  • Assist in administering and implementing the facility's human resources programs.
  • Support staffing activities by developing recruitment sources and methods, participating in recruitment efforts, advising prospective applicants, scheduling and conducting interviews, requesting certificates of eligible candidates, and preparing requests for security clearances.
  • Assist with employee relations matters, including administration of the incentive awards program, the performance evaluation program, and the leave administration program.
  • Help administer the employee-management relations program to ensure stable and cooperative relations between management and line staff.
  • Provide advisory services to a broad range of employees.
  • Offer guidance to timekeepers, employees, managers, and supervisors on leave regulations.
  • All correctional institution employees share responsibility for maintaining facility security, with corrective duties taking precedence and performed regularly.

Education and Qualifications

  • Education: A Bachelor's degree is required.
  • Experience: Minimum of 1 year of experience in human resources or a related field.
  • If education is used to satisfy a requirement or substitution for specialized experience, transcripts must be uploaded and linked in USAJOBS, with identifying information (school name, student name, degree, and date awarded).
  • Foreign education is evaluated according to Department of Education guidelines. Superior Academic Achievement (SAA) considerations require transcripts and may be applicable if you meet criteria such as class standing, GPA, or honor society membership.

Additional Information

  • Under 5 U.S.C. 3307, there is a maximum entry age of 36 for original appointments to Bureau of Prisons institutions; applicants above this age with prior federal law enforcement coverage must submit an SF-50 to verify prior coverage.
  • Qualified Preference Eligible Veterans may be exempt from the maximum age requirement.
  • Appointment is contingent on satisfactory completion of pre-employment steps including a panel interview, urinalysis, medical examination, and background investigation.
  • All applicants are subject to NCIC and credit checks; successful completion of screening is required.
  • Applicants not currently employed in a federal institution must complete a qualification inquiry regarding misdemeanor domestic violence related to firearm eligibility before carrying a firearm.
  • Successful completion of the Introduction to Correctional Techniques training course, a three-week program at Glynco, Georgia, is required.
  • Additional selections may be made if more vacancies arise during the certificate's validity period.

Salary

Annual salary: USD 54,619 - 78,630.
