Job Description

Join the Oregon Department of Justice as a Senior HR Business Partner. This permanent, full-time role in Salem offers a hybrid in-office and remote work arrangement with opportunities to travel across the state. Responsibilities

  • Performance Management: Advise supervisors on setting clear performance expectations, determine appropriate actions when performance is below standards, and support disciplinary steps. Conduct investigatory meetings that may lead to discipline; assist in drafting formal disciplinary actions for signature.
  • Labor Relations: Build productive relationships with union leadership and stewards; mediate among supervisors, union representatives, and employees to resolve grievances.
  • Investigations: Lead inquiries into misconduct, complaints, and grievances; interview witnesses, prepare findings, and recommend appropriate actions.
  • Training: Create and deliver training for managers and staff on HR management, labor relations, contract administration, discrimination and harassment, policies and procedures, laws and rules, and personnel practices.
  • Diversity and Inclusion: Align with affirmative action goals, develop and implement plans to meet them, recognize the value of individual and cultural differences, foster a work environment where differences are respected, address issues affecting diverse communities, and provide leadership.
  • Miscellaneous: Advise on and coordinate HR projects beyond core duties, including recruitment, FMLA/OFLA, Workers' Compensation, ADA considerations, policy development; build and maintain a growing network across assigned divisions.

Requirements

  • Bachelor's degree in Human Resource Management, Organizational Behavior or Development, Business or Public Administration, Applied Behavioral Sciences, Industrial Relations, or a related field, plus three years of HR professional-level experience related to the position.
  • Professional in Human Resources (PHR) certification from the HR Certification Institute plus four years of HR professional-level experience.
  • Six years of HR experience related to the position, with four years at the professional level.
  • Master's degree in one of the listed fields may substitute for one year of professional-level experience. The State Certified Human Resources Professional (SCHRP) certification substitutes for six months of professional-level experience. A SHRM or HRCI Certified Professional credential substitutes for one year of HR professional-level experience.
  • Must pass reference and background checks.
  • Must be LEDS certified or able to obtain certification within six months.
  • Must have or be able to obtain a valid driver’s license and be willing to drive short and long distances.
  • Must comply with the department and its business units security and confidentiality requirements.
  • Experience providing HR consultation and technical assistance, including interpreting collective bargaining agreements, policies, and procedures.
  • Experience conducting workplace investigations regarding employment matters, discrimination and harassment complaints.
  • Experience coaching and consulting on HR topics such as discipline, employee development, and conflict resolution.
  • Experience and commitment to Diversity, Equity, and Inclusion, with ongoing education in cultural awareness.
