Job Description

Senior-level HR analyst responsible for leading complex programs across recruitment, classification, compensation, benefits, employee relations, and labor relations for the Yuba Community College District.

Responsibilities

  • Plan, direct, oversee, and take ownership of the District HR Department’s most complex analytical functions, covering recruitment and selection, job analysis and classification, compensation, training and development, benefits, workers’ compensation, leave administration, background investigations, and employee relations.
  • Develop and standardize procedures to improve the efficiency and effectiveness of assigned programs, monitor service delivery, and identify opportunities for improvement.
  • Lead the development, implementation, and administration of classification and compensation strategies; conduct job analyses, create new classifications, modify existing specifications, and perform compensation studies with external comparator data.
  • Manage recruitment and selection for full-time faculty, management, educational administrators, confidential and classified staff; coordinate with departments on vacancies, set recruitment timelines, screen applicants, and advise screening committees; provide interview guidance and feedback where appropriate.
  • Act as liaison to actuarial and health benefits consultants and third-party administrators; coordinate daily benefit program administration for active employees and retirees; determine eligibility and effective dates; plan open enrollment activities.
  • Provide expertise on employee and labor relations; advise managers on policies, procedures, and collective bargaining agreements; review evaluations for consistency; assist with discipline, conflict resolution, ADA accommodations, and the interactive process.
  • Facilitate grievance processes, attend hearings, draft responses, and represent management in arbitration when applicable.
  • Participate as an active member of the District bargaining team; prepare labor relations documents and contract language; represent the District in meetings with bargaining units.
  • Coordinate the District’s ADA program; guide the interactive process for long-term restrictions; manage temporary accommodations and explore reasonable alternatives with supervisors and employees.
  • Coordinate workers’ compensation transactions with the TPA and internal staff; report claims, communicate status, and ensure proper documentation.
  • Lead or participate in special projects, investigations, task forces, and committees; analyze employment data, research organizational issues, and develop or revise personnel policies and procedures; prepare related reports.
  • Handle confidential information such as performance evaluations and compensation data; oversee position control and salary data management.
  • Perform office duties including meetings, agenda-setting, minutes, records requests, and participating on task forces or committees as needed.
  • Prepare and deliver trainings, including district-wide sessions.
  • Provide guidance and training to less experienced staff; lead activities when assigned.
  • Adhere to District safety rules and regulations; perform other duties as assigned.

Requirements

  • Two years of increasingly responsible experience performing duties equivalent to the District’s Human Resources Analyst.
  • Valid California driver’s license, satisfactory driving record, and a registered and insured vehicle to maintain throughout employment.

Compensation

  • Salary range: $73,521 to $98,109 annually
  • Range/Step: Range 14, steps 1 through 9 on the Management Salary Schedule
