Senior Human Resources Generalist
Job Description
The New Mexico Children, Youth and Families Department (CYFD) seeks a Human Resources Generalist III to support advanced HR processing. The role combines HR payroll and benefits responsibilities with recruitment activities, including end-to-end processing in the State’s SHARE systems.
Key Responsibilities
- Apply advanced HR principles and practices to support recruitment, hiring, payroll processing, and ongoing benefits maintenance and monitoring for CYFD employees, as well as recruitment for the agency.
- Partner with oversight agencies, including SPO, DFA, GSD RMD, EBB, and ERISA Administrative Services, for payroll and benefits-related activities.
- Collaborate with hiring managers throughout the recruitment lifecycle.
- Review and evaluate compensation actions to ensure alignment with internal comparisons and the organization’s structure, and address any compensation inequities or discrepancies during the recruitment lifecycle or as needed.
- Process payroll-related documentation, audit processed entries, and address compensation and benefits discrepancies.
- Verify job data and maintain timekeeping processes by activating/inactivating or changing time reporters; confirm work-group and task-group details; confirm task profile ID; validate ASD reports; verify bargaining unit and FLSA status; activate deductions and confirm the payroll cycle.
- Process terminations, retirements, and dismissals.
- Conduct time sheet processing and review leave balances.
- Provide guidance and information on federal and state law, SPB Rules, and internal policies and procedures as required or requested.
- Support management and employees with problem solving on complex HR assignments.
- Maintain personnel files for new hires and position actions; process and audit payroll and benefits actions.
- Coordinate with DFA to help ensure employees are paid properly.
- Ensure accurate and complete data entry within the SHARE Human Capital Management System.
- Process applicants in SHARE Talent Administrator to generate certified interview lists and to certify applicants for hiring manager interviews.
- Enter hires and transfers through Manage Hires and via Recruitment Waivers.
- Create, analyze, correct, and write HR recommendations on Compensation Action Request Forms (CARFs), including placement practices and use of Comparable Spreadsheets and compa ratios for CYFD divisions and departments.
- Extend offers to selected candidates and coordinate start dates with hiring managers.
- Track recruitment activity for each job order and position while maintaining strong communication with hiring managers and delivering customer service.
- Perform the duties of HR GEN I and II as needed.
Required Qualifications
- Bachelor’s Degree in any field.
- One (1) year of experience in human resource operations, including recruitment, selection, payroll, compensation and benefits administration, labor relations, investigations, HR-related training experience, and/or occupational analysis.
- Any combination of education and/or direct experience from an accredited college or university may substitute for the education and experience requirement, totaling five (5) years.
- Must possess and maintain a valid Driver’s License.
- Must possess and maintain a current Defensive Driving Course Certificate from the State of New Mexico or pass and receive Defensive Driving Course Certification as a condition of continued employment.
- Pre-employment background investigation is required and conditional pending results.

Working Conditions
Work is performed in an office setting with exposure to Visual/Video Display Terminal (VDT) and extensive use of a personal computer and phone.
Location and Pay
- Location: Santa Fe, NM (onsite)
- Compensation: USD 27 to 41 per hour
